**The Helios Empire. For most of the story, we're told that they were once a thriving, peaceful Planet that specialized in SchizoTech and were destroyed by the Zaal in the past. That must mean they're the good guys, right? [[spoiler: '''WRONG!''' It turns out they're the GreaterScopeVillains of the entire anime. Underneath the exterior of glamour and nobility of the Helios Empire, there exists a dark secret - the sacrifices of clones. At some unknown point in history, the Empire began manufacturing clones every time a member of the Royal Family was born. This was done to keep the bloodline intact, as well as to ensure that the Royal Family always had a heir. From cradle to grave, the clones were forced to surveil their prototype's life from their prisons. If the prototype was injured, the clone would be forced to receive the exact injury. If the prototype died, the clone was sent in their place. If an organ transplant was needed, the clone was harvested. When the clone outlived their usefulness, they would be eliminated to make way for the new successor. No matter what, the clones were simply puppets of their senior vassals. These facts were a secret known only to the royal family, and the oppression of clones was a common practice in Helios. It turns out that one of these clones finally got sick of the abuse, escaped, and established the Zaal Empire. He then orchestrated the demise of the Helios Empire, before setting his sights on world domination. Even the heroes feel symptahy for him, in spite of killing him in the GrandFinale, and decide not to bring back the Helios Empire - instead creating the Galactic Federation Republic, where all people are equal, clone or not.]]

While they have angelic appearances and try to come across as benevolent and generous, offering to uplift the civilizations they find worthy of joining them, in truth they've destroyed thousands, if not millions of civilizations either by assimilating their cultures into their own, or completely wiping them out if they're deemed unworthy or refuse their offer. By the time the story takes place, they have destroyed no less than six complete universes and now they're coming for the seventh.
