He repeatedly interrupts Professor Legasov in their first phone call and parrots the plant managers' misrepresentation about the accident. But he shows that he ''was'' paying attention to Legasov's explanation during the helicopter ride to the site, even if he's still condescending. And though he's not a nuclear engineer, Shcherbina is a practiced enough bureaucrat to recognize that the plant managers are trying to feed him a line of bullshit that he turns around on them with a simple, seemingly-friendly question--having accurately determined who could be trusted and who couldn't. Once he realizes how bad the disaster is, Shcherbina throws all of his power as a high-ranking bureaucrat into solving it.
