While trying to exonerate her, he also learns that he may be the biological father of a 15-year-old girl who is also in danger.

Why the badass major doesn't just grab one to shoot the Hunter six meters below her is 1. because at that range the odds Turner would hit reacher would be too high or 2. Turner couldn't get a clear shot.

(There is also the fact that jack reacher's novel counterpart is 6 foot 5 weighs 250 pounds whereas Tom Cruse is clearly not).
