What truly distinguishes the 10-C from the others is that when The Federation arrives to alert them of what has transpired, the 10-C, despite some initial communication difficulties, are eventually able to understand and work to rectify the damage. Compare that to The Borg or The Dominion, whom Starfleet wiped out and bested in the Dominion War respectively.
