This means that virtually all of the thieves have beef with the police to one extent or another, whether it's simply running from the cops or having more personal issues. This is particularly emphasized in ''Strikers'', where the Thieves routinely mock Zenkichi in the beginning and call him "Gramps" as he's introduced to the Cognitive World.
