He's actually blind, and he compensates it by haphazardly flailing out most of his attacks in the general direction of the player character instead of being precisely aimed at them, best showcased whenever he does his laser attack where its fired out in an unpredictable trail so it can catch them ungaurded as opposed to targeting them deliberately. He's also a 50 meter long dragon and by far and away one of the most aggressive bosses in the series, so the blindness doesn't do much to impede his rampage beyond fueling his desperation.
