** With Two-Face, Strange believes the schizophrenia that made him into Two-Face was present before the courtroom attack that scarred him, it just wasn't as pronounced (which is how most writers depict the character). He also theorizes that Two-Face using his coin to make decisions is a coping mechanism, a way to say that things happen because of fate and chance, not because of choice. In prior sessions Strange took away Two-Face's coin and presented him with several identical ones, and while he was initially confused, he was still able to function when pressed, priving that Harvey can make decisions on his own when he really wants to.

And interrogates the captain of said squad about the events, using drugs, until the captain eventually expires from said drugs. And it was all just to test Batman's capabilities. * KickTheSonOfABitch: In his interview tapes, Strange is very cruel and manipulative to his subjects, occasionally insulting them to their face. However, given that his subjects are the members of Batman's Rogues Gallery, the sympathy they ellicit from being treated this way is dubious. This is most pronounced with [[SmallNameBigEgo the Riddler]], when Strange taunts him over his inability to figure out Batman's identity despite his supposed intellectual superiority over Strange, who ''does'' know.

'''Penelope Young''' is a young and ambitious chief psychiatrist obsessed with curing some of
the political prisoners most high profile patients at the Asylum through unusual methods. This includes the use of Arkham City.Venom to create a new superdrug called Titan, which she was manipulated into making by the Joker as part of his scheme.

* AdaptationalWimp: An equal match for Batman in the comics. [[spoiler: Here Bruce takes him down in one move when they finally have a confrontation]].
* AllThereInTheManual: It is revealed he is the one that performed the surgery that separated Hammer and Sickle.
* BadassLongcoat: His trenchcoat.
* BandagedFace: [[spoiler:He wrapped his head in bandages because he cut off his own face. His victims also have their faces wrapped in bandages; he removed their faces before killing them. He eventually unravels his own bandages to reveal that he's stitched together all of the faces he cut off of other people in order to make himself look like Bruce Wayne]].
* BruceWayneHeldHostage: Inverted. At the end of his sidequest in ''Arkham City'', he traps Batman, then goes on to [[MotiveRant discuss how he committed the Identity Theft murders as part of a revenge scheme against Bruce Wayne]]. He mentions how he'll ultimately destroy Bruce, but as he's feeling charitable, decides to just warn Batman not to get in his way and leaves. Unlike the comic version of Hush, he has ''no clue'' about Batman's secret identity.
** And when he meets Batman again during ''Arkham Knight'', he demands from Batman to bring Bruce Wayne to him, while holding Lucius Fox hostage. [[spoiler: Batman just decides to unmask himself right there.]]
* ChekhovsGunman: Similar to Deadshot, you actually run into Elliot ''way'' before even finding out about his work across the city. [[spoiler: When you first go to the church and have the run-in with Harley, after clearing out the mooks, you can talk to the occupants of the building. One of them is attending to a doctor who apparently doped himself up on anesthetic and started cutting his own face off, and is holding onto a box (presumably containing the pieces of face from his victims before entering the city) for dear life]].
* ComicBookMoviesDontUseCodenames: Outside of his bios in ''Asylum'', ''City'', and ''Knight'', he's never referred to as "Hush", only the "Identity Thief" or his real name.
* CriminalDoppelganger: Got facial reconstruction surgery [[spoiler:to more easily get away with impersonating Bruce Wayne]].
* ContinuitySnarl: The inmates note that he looks exactly like Bruce Wayne, but it seems that he had not removed his bandages before meeting with Batman. If his face was finished before their meeting, why would he keep it bandaged if he wanted to ruin Wayne's reputation? Or did he just rebandage it before meeting with Batman just so he could surprise him?
* DramaticUnmask: When he peels away the bandages we see that he [[spoiler: looks exactly like Bruce Wayne.]]
* EarlyBirdCameo: His civilian name is listed on a [[spoiler:whiteboard schedule in the Medical Wing]] during ''Arkham Asylum''. [[spoiler:In ''Origins'', talking to Alfred can trigger a conversation about Elliot.]]
* EvilSoundsDeep: [[spoiler: ... And then like Bruce Wayne]].
* FaceStealer: He murdered six people and took their faces.
* NeverMyFault: [[spoiler: Just like Penguin, he blames all his failings on Bruce Wayne rather than his own decisions]].
* {{Retcon}}: His bio in ''Asylum'' mentions Batman defeating and unmasking him, but their interaction in ''City'' suggests this is their first encounter.
* SelfSurgery: The surgery that turned him into "Bruce Wayne"? Elliot performed it ''himself''.
* SelfMadeOrphan: Attempted; he tried to kill his parents at a young age to control their fortune, but Doctor Thomas Wayne (Bruce's father) saved his mother's life. This is part of Hush's motive for hating Wayne.
* SequelHook: He is only seen once at the end of his sidequest and Batman makes a mental note to track him down once the matters at Arkham City are resolved. He returns in ''Knight'' [[spoiler: wherein he impersonates Bruce, tries to steal his money, takes Lucius Fox hostage, and [[AntiClimax is dispatched with one counter.]]]]
* SerialKiller: You find his work scattered through the city.
* SurgicalImpersonation: Reconstructed his own face [[spoiler:to resemble Bruce Wayne]].
* ThisCannotBe: Has this reaction [[spoiler:when Batman unmasks himself in front of him, as it completely invalidates his whole "[[RichIdiotWithNoDayJob Bruce Wayne never had to fight for anything]]" argument.]]
* VaderBreath: His breathing is harsh and gasping when he speaks.
* WalkingSpoiler: Due to his actions taking place slowly throughout the game.

** He accuses Mr. Freeze of suffering from NeverMyFault, pinning blame for all his problems and failures on others, even when he was doing something amoral and was caught. He also notes that if Freeze [[CutLexLuthorACheck put his technology and mind towards more mundane medical pursuits]], instead of committing crimes, he'd probably have an easier time securing support for researching Nora's cure.
** He pegs Catwoman as having daddy issues that influence her contempt towards men, which is partially to blame for her {{Tsundere}} behavior towards Batman; she is attracted to him, but cannot bring himself to trust him. He also picks up that Catwoman considers the two of them are NotSoDifferent, except Batman has knowledge of her secret identity but refuses to trust her with his, and that further fuels her mixed feelings about him.
** With Two-Face, Strange tells him he believes the schizophrenia that made him into Two-Face was present before he was attacked, and relying on the coin to make decisions is a coping mechanism, a way to say that things happen because of fate and chance, not because of his choices. In the prior sessions Strange took away Two-Face's coin and presented him with several identical ones that confused him, inadvertently proving that, when he really wants to, he can make decisions on his own.
