However, Aegon spent his youth traveling with Duncan the Tall, living among his subjects and making plenty of friends. This helped him grow into a stable and confident king who was devoted to improve the lives of the smallfolk and he wasn't afraid to go against the wishes of high lords to do so, causing him to be hated by the country's nobles. Meanwhile, Tytos most likely spent his childhood sheltered in Casterly Rock and neglected in favor of his older brothers. So when he grew up into the ruler of the Westerlands, he was eager to do or give anything to have the approval and attention from those around him, which resulted in his vassal houses taking advantage of him and mocking him as a pushover.
** He's also one to King Aenys I Targaryen, son of Aegon the Conqueror; both were good men and loving fathers, but abysmal rulers, leaving their more ruthless but capable family members (Tywin and Kevan for Tytos, Maegor and Visenya for Aenys) to deal with various crises that occurred during their rule, including incurring the wrath of a prominent enemy (Houses Reyne and Tarbeck for Tytos, the Faith Militant for Aenys). Unlike Tywin, who was frustrated with his father's weaknesses but still loved him, Visenya and Maegor absolutely despised Aenys for Aegon electing Aenys as his heir over Maegor (unlike Tytos, who became Lord of Casterly Rock only after his elder siblings were dead), so Maegor usurped Aenys' son after his death (and if rumours are to be believed, Visenya accelerated Aenys's death when he fell seriously ill).
