I agree that it's audience's reaction too as they are the ones who find the character unexpected to appear, though it's kinda hard to image that, in retrospect, that there's somehow someone who would expect a character to make an appearance.

For example, in a world of fairy tales like Once Upon a Time, it is objectively true that Doctor Frankenstein is an out-of-context and thus unexpected character.
That needs to be its own trope.

would you put "Frankenstein appearing in a fairy tale" in Elseworld? That trope is by definition a subtrope of Alternate Universe while the case I'm using could be Fantasy Kitchen Sink instead.

The reason Solid Snake is the subject of the page image is because he is a character from an M-Rated spy thriller appearing in a cartoony platform fighter starring Mario and his buddies.

So either A) I'm wrong and Unexpected Character should definitely be a YMMV item or B) I'm right, and the only way to keep Unexpected Character from being redundant is to make it a YMMV item.
Essentially, I don't see a reason not to make it a YMMV item at this point besides the fact that moving all those Wicks is going to be tedious.

Unless we want a crowner to make it super official, I think we can safely call this.
x2 While wick moving is a bit tedious, making the trope YMMV means that main page examples will be marked and thus encourage people to move them. That helps a bit.

No, Audience Reactions is exactly right. You should also put a note on the discussion page. And perhaps add a mention of Genre Refugee to the description of Unexpected Character.

EDIT: For the record, I'm starting by removing the trope from anticipated upcoming works, because those will have the most people reading and editing them in the next few months. So if we want to establish that Unexpected Character is YMMV, starting on those pages is the way to do it.

This really should be an Audience Reaction/YMMV.
The definition pretty much relies on audience expectations about whether or not Character x will appear in a work, or some darkhorse (not necessarily an Ensemble Dark Horse, just a regular darkhorse) randomly showing in a capacity that surprises of the audience (e.g. the page quote).
