Even in the end, he's looking out for number one. [In his own terms, anyway.]
Lawful Neutral. He's only doing what he's been told to do. His followers do it because they like it, which is why they're either Neutral or Chaotic Evil.
I mean, like I said earlier, it really depends on whether you're talking about "rebelled against god with an army of angels and was cast out of heaven" satan or "ruler of hell with a bunch of minions and punisher of the wicked" satan.
First is Chaotic Evil, the second is Lawful Neutral or Lawful Evil.

I mean yeah, is goal is to destroy the natural order of the cosmos yet he exerts control over Earth via government. Not to mention Hell is said to have a rigid hierarchy as well. Wouldn't that make him Neutral Evil?
I see him as Lawful Evil, thanks to all those depictions that show Satan as classy, all dressed up in a tux and tricking people into signing away their souls in contracts. He's evil, but he works within the rules.
Which Satan?
In some intepretations, Satan is basically a lawyer who accuses the sinful, and has been at this with God from the start.
In others, he forms a duality with Yahweh in how he works, and there will never be a final battle because he would be committing suicide if he did.
In ever more others, he leads the physical world and Yahweh leads the spiritual world.
So, which do you mean?
Although my understanding of Satan would lead me to suggest Lawful Blue, due to him enforcing cosmic laws through his own understanding, as a prosecuting attorney and aiming to make sure things are followed as they should be.

Specifically, La Veyan Satanism is mostly about enjoying one's life to the fullest (in a way that doesn't cause harm to others, it is in fact NOT a Religion of Evil, but try explaining that to most Christians), and defying traditional Judeo-Christian values while doing so. Stuff ranging from pursuit of material wealth to having lots and lots of sex (this one you've probably seen in Hollywood portrayals) to taking pride in who you are, and considering no god your superior. In fact, most La Veyan Satanists don't believe in Satan actually existing, but rather consider him more of an inspirational figure for defying God, prioritizing his own will over that of a self-proclaimed higher moral authority.
