The mastermind behind the terrorist attacks of Day 4. For nearly five years he maintained and funded a number of terrorist sub-cells, primarily in Los Angeles but ranging as far as Iowa and the East Coast, to cripple the United States of America on that day.

  • Big Bad: Of Day 4.
  • Bond Villain Stupidity: Launching the nuke to L.A, which takes about two and a half hours. Any other close big city would have done it better and faster, and with an almost equal level of disaster. For example, it would have taken only a half hour for the missile to reach Chicago, and would have been impossible to stop in time.
  • The Chessmaster: Train bombing—>Sec Def kidnapping—>Dobson override—>shooting down Air Force One—>Getting the Nuclear Football, stealing a nuke, and launching it on a missile. And those are just the big plans.
  • Crazy-Prepared: He has backups for everything.
  • The Dreaded: Other characters, including his subordinates, are terrified of him and whisper his name with reverance.
  • Even Evil Has Loved Ones: A deleted scene shows he has a family.
  • Gambit Roulette: How many of his plots (besides the fact a single guy managing and planning all this stretches belief up to breaking point) and his escapea depend of luck, the plot bending to him, and idiot ball from all others is astonishing. This was in part because he was supposed to be a Disc-One Final Boss, but the writers were having trouble coming up with someone to replace him, so they just decided to make Marwan the villain throughout the whole season, necessitating his constant escapes.
  • I Lied: All the time.
  • Invincible Villain: He would have been gone much sooner, but the writers liked him too much, as a result he constantly manages to counter CTU and get away with his crimes for an entire season.
  • Kick the Dog: Ordering the couple who had the football to be killed. It is striking because of how pointless it is.
    • The killing of the pilot's family. While killing the pilot made more sense, killing the family was fairly unnecessary.
  • Knight Templar: He's completely willing to kill or die for his cause.
  • The Man Behind the Man: To Henry Powell and the Araz family.
  • Offscreen Villain Darkmatter: As a result of the writers stretching him across more than half the season as the villain, he appears to have nigh-unlimited resources (and there is not an explanation of how he acquired them).
  • Plot Armor: The only reason he keeps escaping and surviving, and being able to succeed in his plans. The entire plot of the show seems to bend to allow him to do what he needs (Plot Holes + everyone holding the Idiot Ball).
  • Near-Villain Victory: Seconds away.
  • "The Reason You Suck" Speech: To the American people, no less.
    Marwan: People of America, you wake up today to a different world. One of your own nuclear weapons has been used against you. It will be days and weeks before you can measure the damage we have caused. But as you count your dead, remember why this has happened to you. You have no knowledge for the causes of the people you strike down or the nations you conquer. You choose to meddle in their affairs, without respect. You follow your government, unquestioningly, toward your own slaughter. Today, you pay the price for that ignorance. ... Unless you renounce your policies of imperialism and interventionist activities, this attack will be followed by another... and another after that.
  • Say My Name: Other characters on the show drop his name so incessantly that it quickly descends into Narm. Some viewers even made Drinking Games based around it.
  • Secret Test of Character: Marwan gives Dina a gun that, unbeknownst to her, is empty and orders her to shoot Jack to prove she's still loyal. She fails when she turns it on him instead and he has her executed.
  • Taking You with Me: Attempts to do this to Jack, CTU, and the rest of LA by forcing Jack to drop him off a building to his death, believing it would stop CTU from finding his missile, which was heading for LA and would have killed everyone there, including Jack and CTU. This fails, as the missile is found and destroyed shortly after Marwan dies, foiling his plan.
  • Villain: Exit, Stage Left: One of the masters of the former trope in any form of fiction, and the master of it in 24. He evaded the authorities five times.
    • He escaped the IDS Data Systems by posing as a cop he killed, then killed another, then fled.
    • And then he, by setting explosive charges and fleeing before the authorities could arrive, escaped his own hideout.
    • He then escaped the wreckage of Air Force One after having stolen the nuclear football.
    • And then he got away from Jack at the The Hub nightclub by use of a tunnel.
    • It was a Foregone Conclusion to some that Marwan would escape his hideout when he was finally captured; concealed men ambushed the CTU team and Marwan got away.

A terrorist operative working for the leaders of the sub-cell, Navi Araz and Omar, and ultimately for their ringleader Habib Marwan. Early on, Kalil was being followed by Jack, but since Chloe couldn't get Jack satellite imagery to him before he would leave the convenience store (and since Jack couldn't have taken the chance that Kalil would be suspicious if he just followed him himself), Jack decided to pose as an armed robber to keep him there. Hasan then martyred himself to avoid capture/torture.

A former American Air Force officer turned mercenary who joined up with the terrorist cell of Habib Marwan. Disguised as an Air Force pilot, he stole a stealth fighter and shot down Air Force One as it approached Los Angeles during Day 4 .

  • Fallen Hero: He was once a decorated soldier, but after being dishonorably discharged for drug possession he resorted to becoming a freelance mercenary.
  • I've Come Too Far: He actually seems to seriously consider Jack's plea to not fire on Air Force One for a moment, only to ultimately ignore him and go through with it.
  • Karma Houdini / What Happened to the Mouse?: Is never seen again after he shoots Air Force One down. It's handwaved with a comment that the jet he commandeered has been shot down, but there's nothing confirming whether Anderson was actually killed in the process or managed to survive, especially since one of the last times he's talking with Marwan and Nicole, they mention there's an escape prepared for him after he carries out his assignment, suggesting that the "being shot down" bit may have been part of the escape and he was really faking his death.
  • Kick the Dog: Not only does he kill the man who he forced to help him, but he tells him that his family is dead immediately before doing so.
  • Last-Second Chance: Jack pleads with Anderson not to go through with attacking Air Force One and that he hasn't done anything yet that can't be walked away from. His plea fails. Miserably.
  • Never Found the Body: Although his jet is shot down, it's never confirmed if he was actually killed or not.
  • Small Role, Big Impact: Although he only appears in a few episodes, his shooting down Air Force One and putting President Keeler out of commission causes Charles Logan to be sworn in to take his place. Logan in turn causes a lot of the troubles that occur for the rest of the series, both directly and indirectly. Anderson is ultimately responsible for nearly everything that happens in the second half of the show.
  • You Have Outlived Your Usefulness: Kills the Air Force officer he is replacing.

The husband of Dina Araz and father of Behrooz Araz. He and his family were a part of a terrorist sleeper cell under the command of Habib Marwan.

Trropes

  • Disc-One Final Boss: He's the main antagonist for the first half of Day 4, before being killed by Behrooz. Unlike the typical Disc-One Final Boss however, it's clear he's not the mastermind of the plot, and Marwan steps into the picture long before he's even killed.
  • Domestic Abuse: To his wife.
  • Jerkass: Even besides all the murder and terrorism, Navi is a short-tempered unpleasant man.
  • Karmic Death: Shot and killed by the son he tormented and belittled for so long.
  • Knight Templar: He's willing to kill his own family for the cause.
  • Nice Mean And In Between: The mean to his son's nice and wife's inbetween, as he's more than willing to hurt or kill anyone who stands in his way, even his own family.
  • Underestimating Badassery: He couldn't believe Behrooz killed Tariq.

A member of Habib Marwan's terrorist cell within the United States. She and her husband Navi were active in planning lethal terrorist attacks against America prior to and during Day 4, and forced their son Behrooz to cooperate as well. Her loyalties came into question when the safety of her son was endangered.

  • Mama Bear: Extremely protective of Behrooz, to the point that he ends up being the only reason she goes against Navi and Marwan.
  • Nice Mean And In Between: Dina is the in-between to her son's nice and husband's mean. She's committed to Marwan's cause and does some questionable things, but her love for her son is greater than that and she ultimately helps out Jack for Behrooz's sake, even at the cost of her life.
  • Sound-Only Death: When Dina tries to kill Marwan, it is revealed he had given her an empty gun, she is then taken by one of Marwan's men and shot off screen, only the gunshots are heard.
  • Sibling Yin-Yang: Dina is an obedient wife and good mother while her unnamed sister is unfaithful. Even Navi is disgusted by her.

"I hate you. I've always hated you! The only reason I never said so was because I was afraid of you. But I'm not afraid of you anymore!"

The 17-year-old son of Navi Araz and Dina Araz, terrorists who were instrumental in the first three phases of a series of terrorist attacks planned by terrorist Habib Marwan.

  • Abusive Parents: His father mostly, although his mother ends up killing his girlfriend by poisoning her as she suspected Behrooz couldn't do it, she does not want to kill him while his father is more than willing to do just that.
  • Butt-Monkey: Things really suck for him in Day 4. His parents wind up killing his girlfriend, his own father then tries to have him killed for failing them, he loses his mom when she attempts to betray Marwan, and the last he's seen he's taken hostage by Marwan's men.
  • Calling the Old Man Out: To his father, Navi.
  • Chuck Cunningham Syndrome: He disappears completely after being handed over to Marwan's men. We never see him again, but his fate was explained in deleted scenes with two different outcomes. In both scenarios, however, he survives. His sudden disappearance gave rise to the term, 'Behroozed' within the fandom to refer to any character that disappears without explanation or closure.
