    Son Biten

Great Sage of the Small Sanctuary
Son Biten

"Shush! I told the Family I was born from a stone that was struck by a thunderbolt! From now on, spread this story, alright?"

A sarugami living in the yamanba section of Youkai Mountain who is convinced that she's a reincarnation of Sun Wukong.

  • The Beastmaster: She has the ability to control wild monkeys.
  • Defeat Means Friendship: After Sanae beats her, they become friends, with Sanae even referring to her as "Biten-chan" during Biten's story.
  • The Dragon: She's one of Yachie's top lieutenants.
  • The Exile: A monkey god that was kicked out by her fellow monkeys, eventually ending up in the yamanba section of Youkai Mountain and falling into hell after eating a spirit on consecrated ground.
  • Fashionable Asymmetry: One of her arms has a detached sleeve while the other is bare.
  • Going Native: She ended up living with the yamanba after getting kicked out by her fellow monkeys, and so her outfit is torn and ragged-looking in a similar way to Nemuno Sakata's.
  • Improbable Weapon User: She makes use of a giant vial as a stand-in for a combat staff.
  • Leitmotif: Her theme is "Tiny Shangri-La", a song ZUN states was made to evoke a Journey to the West-type feel.
  • Little Bit Beastly: Biten looks mostly human save for her long monkey tail.
  • Minion with an F in Evil: Unlike Yachie, Son Biten is a fairly polite and innocent girl who doesn't seem to bear any ill will towards Gensokyo. This is part of why Sanae ends up befriending her after their fight.
  • Monkey King Lite: She's based on Sun Wukong and believes she's his reincarnation, though the latter is the result of gaslighting on the part of Yachie.
  • Oni: It's said that devouring spirits in the yamanba's sacred lands turned her into an oni, though she still kept her physical body.
  • Our Gods Are Different: She's a sarugami, or monkey god.
  • Unwitting Pawn:
    • Yachie manipulates her for her own purposes, claiming that she's trying to save her from Hell in order to give the Kiketsu Family a foothold in Gensokyo.
    • Zanmu manipulated her into eating the spirits and getting help from Yachie in order to further her own plans.

    Enoko Mitsugashira

Cerberus of Forested Silence
Enoko Mitsugashira

"Oh wow, you've become strong! You don't seem like that little girl who ran off crying into the woods anymore."

A yamainu living in the Forest of Magic who became immortal after eating a purifying jewel.

  • The Ageless: Contact with a jewel similar to those used by Lunarians for purification removed her impurities and turned her immortal.
  • Defeat Means Friendship: As with Sanae befriending Son Biten, Marisa befriends Enoko, with Enoko letting her research her purifying jewel.
  • The Dragon: She's Saki's right hand.
  • Leitmotif: Her theme is "A Brave and Leisurely Beast".
  • Little Bit Beastly: Looks human save for her tails and the pair of dog ears atop her head.
  • Multiple-Tailed Beast: She's a wolf youkai with three tails.
  • Mythical Motifs: She's a wolf youkai and, combined with the bear traps she wears around her wrists, she resembles Cerberus.
  • Power Fist: She wears two bear traps on each of her wrists, which close when she cleches a fist.
  • Remember the New Guy?: Enoko knew Marisa as a child, as she would often go to the Forest of Magic to cry and hide, but Marisa doesn't recognize her because she was still a cursed dog back then.
  • To Serve Man: Ate Zanmu's flesh once back when she was still a regular animal and Zanmu was human.
  • Trap Master: She has the ability to control traps.

    Chiyari Tenkajin
https://static.tvtropes.org/pmwiki/pub/images/th19chiyari.png
Monster of Tainted Organic Material
Chiyari Tenkajin

"Who're you calling a chupacabra! I'm a tenkajin! [...] A 'super popular blood-sucking youkai'? Wait, that sounds kinda like me..."

A tenkajin living in the Hell of Blood Pools whose true form is unknown. She has control over blood and fire.

  • Ambidextrous Sprite: When she is playable, the words on her shirt become illegible.
  • Bloody Murder: Has power over blood, alongside fire.
  • Chupacabra: In-universe she's thought to be a chupacabra thanks to Mamizou, but apart from the association with blood she's not a chupacabra at all and hates being called one.
  • The Dragon: She's Yuuma's right hand.
  • Fun T-Shirt: Like Hecatia, she wears a shirt saying "Welcome to Hell", which is implied to be a pretty big brand within Hell itself.
  • Horned Humanoid: Has a single horn jutting from her head.
  • Hikikomori: Refers to herself as such, due to her apathy in helping Toutetsu conquer Gensokyo and instead simply wanting to spend all day in the Hell of Blood Pools drinking to her heart's content.
  • Impossible Hourglass Figure: Downplayed, but her defeated sprite with Clothing Damage shows that her waist is thinner than what her shirt suggests.
  • Leitmotif: Her theme is "Vampiric Cryptid Chupacabra", meant to give Chiyari a chupacabra-esque feel despite her technically not being one.
  • Playing with Fire: Has powers over fire, alongside blood.
  • Pointy Ears: Her ears have a noticeable point to them.
  • Remember the New Guy?: She lived in the Hell of Blood Pools long before Yuuma set up shop there, and both Orin and Okuu are familiar with her.
  • Species Surname: Her surname of "Tenkajin" is also the name of her species.
  • Will-o'-the-Wisp: The tenkajin is a blood-sucking will-o-the-wisp that was found in what is now the town of Tamamura.

    Hisami Yomotsu
https://static.tvtropes.org/pmwiki/pub/images/th19hisami.png

Beautiful Stalker of Hell
Hisami Yomotsu

"Haa... Angry...you say? I want her to be angry with me! Lady Zanmu!"

A Yomotsu-shikome who acts as a solicitor for Hell, dragging down anyone careless enough to stray too close to it. She gets paid by how many souls she drags to Hell, which she uses to lure her targets to Hell by promising to share some of her earnings should they give in. She actually does keep her promise a lot of the time, so she's not disliked by the humans she lures.

  • Ambiguously Gay: She's explicitly stated to idolize/adore her boss, Zanmu, which lead to fandom immediately christening her a Lipstick Lesbian helped along by a generous level of ambiguity in the original Japanese, however her actual orientation and any romantic interests are not explicitly shown nor stated. That being said, her dialogue in VS. Mode with Suika and Zanmu extremely strongly hint her attitude towards Zanmu is romantic, due to being right out of a variety of generic lines associated with romantic pining in shoujo manga, and her bizarre desire to be scolded and punished by her would be strange for a mere adoring underling, but it's not outright stated all the same.
  • Dragged Off to Hell: Her job is dragging down people to Hell, which she does by promising to share her earnings with them if they give in, a promise she tends to keep. Of course, as Reimu learns, she's not afraid to try taking people by force if her offer of sharing earnings isn't enough to convince them.
  • The Dragon: She's essentially Zanmu's second, and ZUN even directly compares her theme to that of a Stage 5 boss in more traditional titles, who are more often than not a direct subordinate of the main antagonist.
  • Eyes Out of Sight: Subverted. Her eyes are almost completely covered up by a large purple flower, but they're shown in some of her portraits, revealing they're purple.
  • Green Thumb: Fires grapevines as danmaku.
  • Leitmotif: Her theme is "The Path to Yomi Where None Turn Back".
  • Meaningful Name: Her full name, Hisami Yomotsu, is derived from Yomotsu-hisame, an alternate name for the Yomotsu-shikome.
  • Mirror Character: Could be seen as one to Komachi Onozuka. Komachi tends to slack off a lot of the time, but she's really competent at her job—especially when her boss Eiki Shiki is around. Meanwhile, Hisami is incredibly skilled at her job (so much so that the Yama is monitoring her because she's been dragging more people to Hell than anticipated), but that tends to falter when comes to Zanmu due to Hisami's one-sided infatuation with her.
  • Mythical Motifs: She has a grapevine going down her dress and uses them as danmaku, a reference to Izanagi's headdress turning into grapevines to distract the Yomotsu-shikome as he fled Yomi.
  • Our Monsters Are Different: Yomotsu-shikone literally translates to "Ugly Woman of the Underworld". That being said, Hisami is known as the "Beautiful Stalker of Hell", implying that even for the franchise's standards, she's a looker.
  • Public Domain Character: Based on Yomotsu-shikome, the hag (or hags, in some tellings) who chased Izanagi as he fled Yomi, also known as Yomotsu-hisame.
  • Spanner in the Works: She's one of the few people Zanmu cannot predict, so her involvement tends to complicate Zanmu's plans through her overzealousness.
  • Statuesque Stunner: Explicitly described as beautiful, and in VS Mode Yachie mentions feeling jealous about her height, implying that she's fairly tall.
  • Too Kinky to Torture:
    • At one point in her own storyline, Suika mentions that going against Zanmu's orders might lead to Hisami getting scolded. However, Hisami ends up being so into the idea that she not only asks Zanmu to scold her, but she purposefully disobeys Zanmu's orders to stand guard in the final story route, potentially foiling her master's plans in the hopes of being punished by her. Fortunately for Zanmu herself, she was perfectly aware of Hisami's ploy.
    • Hisami also pants while talking about her desire to be scolded to both Zanmu and Suika.
  • You Will Not Evade Me: Her ability is allowing no one to escape from her grasp.

    Zanmu Nippaku
https://static.tvtropes.org/pmwiki/pub/images/th19zanmu.png

King of the Silent Bliss of Nirvana
Zanmu Nippaku

"All along, you've been dancing in the palm of my hand! Do you understand, lowly beast!?"

A former human from the Sengoku era, she was originally a corrupt monk who had become an oni after absorbing various spirits into her body. After becoming an oni, she had ventured to Hell and earned the respect of its citizens. She was also the one who'd suggested relocating Hell, thus being the one responsible for Former Hell's creation.

  • Allegorical Character: ZUN himself has suggested that Zanmu is one for efficient but lifeless AI, with her plan to exert control over Gensokyo, the Animal Realm, and Hell prioritizing efficiency over the wants of their inhabitants.
  • Bad Boss: Suika claims that she abandoned Son Biten, Enoko, and Chiyari after there was no more use for them. It becomes subverted when it turns out she never abandoned them and even gave them time off for their good work. She even invites them all to the victory banquet.
  • The Bad Guy Wins: While technically more of an Anti-Villain, her plan works almost perfectly from the beginning of the game to the end, and she actually defeats Reimu in their final showdown. Not that this is a bad thing, as she ends up saving Gensokyo from a war between the Animal Realm and Hell. The worst outcome of her victory over Reimu is just forcing Reimu to let her victory party be at the Hakurei Shrine.
  • The Chessmaster: Had noticed the beast spirits plotting to take over the surface after the opening of Chimata's markets had reduced all ownership of Gensokyo's land to nothing. Not wanting a war to break out between the oni and the beast spirits, she sets up each of the Animal Realm's three matriarchs into interrupting each other's invasions in order to quell them.
  • Commonality Connection: According to her profile, this is what endears Reimu to her so much. She sees Reimu as very similar to herself, having gathered support from youkai the way she gathered support from the oni and beasts.
  • Damage Over Time: Zanmu's shot type can inflict bleed on contact, slowly increasing damage taken.
  • Hero Antagonist: She's the Final Boss and main instigator of the plot, but her primary goal is stopping the Animal Realm from conquering Gensokyo and turning it into a Hell on Earth.
  • Historical Domain Character: Modeled off Zanmu Nichihaku, a monk from the real-life Sengoku Period known for their eccentricities.
  • Horned Humanoid: As a human turned oni, she has two horns on her head.
  • I Let You Win: Attempts to do this at the very end with Reimu, taking the fall so that Reimu could get credit for resolving the incident, but Reimu actually demands she fights seriously. She obliges and defeats Reimu in the end. She also throws her fights in all the other final boss encounters with her, including Reimu's first encounter with her.
  • I'm Your Biggest Fan: She is perhaps the only genuine and most unapologetic fan of Reimu's in the series, at least among the youkai populace. From the moment she found out about Reimu and came to believe Reimu was like her, she became deeply invested, and intended to end the oncoming incident with all of Gensokyo's land falling into Reimu's ownership. When Reimu accidentally stops the incident before it even startsnote  Zanmu is nothing short of astounded and thrilled by Reimu managing this. This extends even into the versus dialogue, where she has three unique lines for Reimu, including rousingly encouraging Reimu to exterminate her, and even acknowledging Reimu having saved the world in the past, which nobody else ever seems to give her credit for.note  That said, she still acts rather sinister to Reimu, and if Reimu loses to her in story mode, she muses that Reimu was a disappointment and makes clear that much of why she's fond of Reimu is simply reminding Zanmu of herself.
  • Leitmotif: Her theme is "The Deviants' Unobstructed Light ~ Kingdomnote  of Nothingness."
  • My Species Doth Protest Too Much: Unlike most oni, who focus on brute strength, Zanmu's specialty is in scheming. However, this doesn't stop Zanmu from still being strong enough that even Reimu is outright scared of fighting her at full power, and an Oni as strong as Suika resorts to schemes instead of direct confrontation.
  • Non-Protagonist Resolver: She resolves the incident and thwarts the Animal Realm invasion before Reimu even has a chance to tackle it.
  • Oni: Became an oni after absorbing a whole bunch of phantoms and beast spirits, but unlike most oni in Touhou, she doesn't wear any chains, but instead is covered in ribbons.
  • Power of the Void: Has the ability to manipulate nothingness.
  • Reasonable Authority Figure: Her intentions are to head off the scheming of the three factions of the Animal Realm for good, collapse them, and take them into Hell under her wardenship to ensure they never threaten the surface again. For good measure, she intends to wrap everything up so that Gensokyo falls squarely into the possession of Reimu when all is said and done. Her backstory only furthers this, regarding her in a saintly manner as a wise king who improved and streamlined Hell, becoming unanimously beloved by the populace.
  • She Is the King: She's female, but her title is "King of the Silent Bliss of Nirvana".note
  • Skeleton Motif: Her needle danmaku have skulls for pinheads.
  • The Dreaded: Becomes this to Reimu of all characters, when Reimu realizes that Zanmu was holding back. Reimu herself admits that she would not stand a chance and the narration explicitly says that Reimu feels fear realizing this. Reimu has not been said to be explicitly scared since the PC-98 era.
  • Was Once a Man: After absorbing various phantoms and beast spirits (including the spirits of beast youkai), she turned from a human to an oni. However, she was wise enough to venture into Hell herself before she ended up falling into it.
  • Well-Intentioned Extremist: It turns out she did have plans on conquering all of Gensokyo herself, but only to protect it against the Animal Realm, likening it to putting all of Gensokyo in a zoo to protect it from apex predators. However, she decides ultimately that Reimu can protect Gensokyo on her own and abandons this plan.
