Metropolitan Police Department Special Division Heinous Crime Task Force 7th Unit

    Seiji "Rookie" Nanatsuki 

Voiced by: Hiro Shimono (Japanese), Matt Shipman (English)

The newest recruit and sole survivor of the "Airport Attack".
  • By-the-Book Cop: Rookie has a marked preference for following police protocol, including using non-lethal force whenever possible, bringing suspects in alive, and protecting a witness complicit in atrocities in order to take Warlock down.
  • Berserk Button: It upsets Rookie immensely when innocent people are harmed in the name of justice.
  • Experienced Protagonist: Was a TMPD officer for a few years after the AA incident.
  • Ideal Hero: Rookie has a strong moral compass, and strongly believes that "there is no justice worth the sacrifice of innocent people."
  • New Meat: The end of the first episode has him recruited to the 7th Unit.
  • Seven Is Nana: Seiji Nanatsuki's name in kanji includes the Japanese word for seven, "Nana".
  • Sole Survivor: Rookie was initially known as the only survivor of the "Airport Attack". It's eventually revealed that he was meant to be killed when the Children of Nine attacked the airport.

    Shiori "Charisma" Ichinose 

Voiced by: Kenjiro Tsuda (Japanese), Brandon Potter (English)

The other human officer in the unit alongside Seiji. He can make suspects talk.
  • Awesomeness by Analysis: In Episode 1, he is able to deduce that there is a mole within the hostages the bank robbers take; that the robbers are too over-equipped, well-trained, and experienced to be regular criminals and are actually mercenaries; and finding out the mole by observing the strange reactions and notable actions of those present.
  • Knight in Sour Armour: Ichinose may be a cynical hardass, but deep down, he wants to do the right thing, no matter how much he denies it.

    Kujaku "Analyzer" Nijo 

Voiced by: Tatsuhisa Suzuki (Japanese), David Matranga, Rachel Glass (young) (English)

The lone elf officer in the 7th unit.

    Akane "Samurai" Shikisai 

Voiced by: Yuko Kaida (Japanese), Monica Rial (English)

A vampire and expert swordswoman.
  • Action Girl: Akane fights with her katana.
  • Combat Stilettos: Wears high heels and has no problems fighting in them.
  • Kicking Ass in All Her Finery: While the rest of the crew wear more practical clothing on the job. She does her police work in an ankle-length dress.
  • Ninja Pirate Zombie Robot: A vampire policewoman who happens to fight with a katana as her weapon of choice.
  • Parrying Bullets: One feat she is easily able to perform, made especially notable as she was facing a wild spray of full-auto submachine gunfire in Episode 1.

    Bellemer "Ninja" Cinq 

Voiced by: Ari Ozawa (Japanese), Sarah Wiedenheft (English)

A homonculus and experienced technical and drone operator.

    Rokusuke "Sniper" Endo 

Voiced by: Kenji Nomura (Japanese), Chris Rager (English)

A dwarf with a beard and a patch over his left eye and an experienced sniper.
  • The Big Guy: His huge size makes him this despite being a dwarf.
  • Handicapped Badass: The lack of one eye and limited depth-perception does not hamper his sharpshooting skills any.
  • Friendly Sniper: To the unit when his sniping skills are needed.

    Sakon Zeroemon "Boss" Kiryuin 

Voiced by: Toshiyuki Morikawa (Japanese), Eric Vale (English)

The unit's commanding officer.
  • Giver of Lame Names: Assigns the codenames of all of Special 7's members. Except for Bellemer, no one likes using them.

(Children of) Nine

    Warlock 

Voiced by: Hiroaki Hirata (Japanese), Mark Stoddard (English)

Mysterious terrorist leader of Nine. He was arrested years ago for conducting terror attacks to bring dragons back to Earth.


  • Big Bad: Virtually every atrocity in the series as of season one can be traced back to Warlock and his machinations.
  • Diabolical Mastermind: Through (the Children of) Nine, Warlock has connections to various people at various rungs of society, all of whom he uses to further his own vision of the future, where dragons such as himself reign supreme over mortal species, with Warlock himself at the top of the food chain.
  • Our Dragons Are Different: Warlock is a dragon who can take human form, in addition to his powered up classical dragon form.
  • Evil Sorcerer: Warlock uses magic to wreak havoc on innocent people to obtain power.
  • Fantastic Racism: Warlock holds mortals (humans, vampires, elves, dwarves, homunculi) in contempt, viewing them as inferior to dragons like himself, and wants to create a power structure where he, as a dragon, reigns supreme over mortals, as he feels he ought to.
  • Might Makes Right: Warlock believes his power gives him the right to do whatever he wants.
  • One-Winged Angel: Warlock's true form is a fire breathing dragon.
  • Villain of Another Story: Warlock's terror attacks were conducted to bring dragons back to Earth. In a subversion, he had a decoy imprisoned, and he himself is in fact behind the recent spate of Nine's recent atrocities.

    Mysterious Man 

Voiced by: Yoshitsugu Matsuoka (Japanese), Josh Bangle (English)

Warlock's dragon in Nine. He's in charge of running operations on his behalf. He is actually the brainwashed Luka Mizuma.
  • Cop Killer: In "The Threefold Trap", he takes out the driver of a TMPD armored van bringing in EOD officers. Ironically, before he was a brainwashed enforcer for Warlock, he was the brave Detective Luka Mizuma.
  • Cold Sniper: Proficient in using sniper rifles for his kills.
  • Fallen Hero: Downplayed. Luka Mizuma used to be a brave Detective who rescued children and pursued justice before Warlock brainwashed him.

    "B" 
The explosives expert for "Nine".
  • Mad Bomber: B willingly rigged three office buildings to explode, plus he tried to eliminate a target (a child) he failed to kill.
  • Would Hurt a Child: Not only has B already killed two children, he repeatedly attempts to kill the same child out of spite for surviving an attempt on his life.
