A Space Sheriff assigned by the Galactic Union Police to defend Earth from the Makuu.
  • The Captain: At the end of the series he's promoted to Captain within the Space Police and charged with protecting Earth's whole solar system.
  • Half-Human Hybrid: His mother was a human, while his father Voicer was an alien from the planet Bird. This was part of why Commander Qom chose him to protect Earth.
  • Henshin Hero: Transforms by shouting "Jouchaku", which causes his Cool Starship Dolgiran to shoot down a beam of particles that envelop Retsu and create his Powered Armor over him.
  • The Hero: As the Space Sheriff protecting Earth from the Makuu and title character, he's the hero of the story.
  • Laser Blade: His Laser Blade, of course. Uniquely however, it starts off with a regular metal blade before having a laser go up over it for Gavan to perform his Finishing Move with.
  • Nice Guy: He's a pretty happy-go-lucky guy when he's out of the field of battle.
  • Oblivious to Love: Often fails to notice Mimi's affections for him. In episode 17 Qom and Marin have to outright tell Retsu that Mimi has a crush on him.
  • Powered Armor: Dons metallic armor that he gets from a particle beam to become Gavan when the fighting gets serious.
  • Space Police: Works for the intergalactic law enforcement agency known as the "Galactic Union Police".

Gavan's assistant, as well as the daughter of Commander Qom.
  • Deuteragonist: As Gavan's main helper, she has the second most prominence in the story after him.
  • Human Aliens: She's an alien from the planet Bird who looks just like a normal human.
  • Mission Control: Her role is typically to provide Gavan with data and other technical assistance while he's out on the field.
  • Pink Means Feminine: Wears a pink uniform, differentiating her from the standard white and light-blue one Gavan wears as a Space Sheriff.
  • Put on a Bus: Departs from the series in episode 31 to help her mother on Planet Bird.
  • Subordinate Excuse: She has a very big crush on Gavan, and is often frustrated by his inability to pick up on it.

The commissioner of the Galactic Union Police and Gavan's superior, as well as the father of Mimi.
  • Big Good: As the leader of the Galactic Union Police, he's the highest authority for good in the setting and served this role across Gavan, Sharivan and Shaider.
  • The Mentor: Often gives Retsu guidance when he's feeling lost or in need of advice.
  • Non-Action Guy: Doesn't ever enter the field himself, likely on account of his important position, but that doesn't stop him from being a key player in the fight against Makuu.

Space Crime Organization Makuu

An alien crime syndicate that seeks to spread crime across the planets they invade.
  • Anarcho-Tyranny: Their end goal effectively requires a form of this, as they want to ensure the planets they attack are rife with crime.
  • Dimension Lord: They command Makuu Space, a pocket dimension with a warped sky where the Makuu Castle resides, and which amplifies the powers of any Monster of the Week that is pulled into it.
  • Space Pirates: They're alternatively referred as "space pirates" in the first episode.
  • The Syndicate: An evil criminal empire IN SPACE!.
  • Totalitarian Gangsterism: They're a crime syndicate, but they have the might to bring entire planets under their control and use it to enforce crime in their conquered territories.
    Don Horror

A monstrous six-armed idol who rules the Makuu crime organization.
  • Big Bad: The leader of the Makuu and the one advancing their invasion of Earth.
  • The Don: Not only is he the head of a crime organization, he has "Don" as his title.
  • Galactic Conqueror: He's already conquered a decent chunk of space before coming to Earth.
  • Horns of Villainy: Has two yellow horns jutting out of his head.
  • Hot Skitty-on-Wailord Action: He was... somehow... able to conceive San Dorva with Witch Kiba. Exactly what that entailed is best left unanswered.
  • Losing Your Head: His head separates from his body to fight Gavan in the finale.
  • Orcus on His Throne: Though considering he's literally an immobile statue, he at least some justification for not doing anything.
    Hunter Killer

A former Space Sheriff who was once the partner of Gavan's father Voicer, before selling him out to the Makuu in exchange for a position as Don Horror's right-hand man.
  • The Bus Came Back: After getting shot out into space in episode 30 as punishment for sabotaging San Dorva, Hunter Killer returns in episode 42 when he's found by the Space Police, saying something that gives Gavan a clue to where his father is before passing.
  • The Dragon: Don Horror's right-hand man and main enforcer.
  • Evil Sounds Deep: Has a very deep and baritone voice, courtesy of Michiro Iida.
  • Fallen Hero: He was at one point a Space Sheriff of the Galactic Union Police, though by the time we see him he's become Don Horror's self-serving second-in-command.
  • The Heavy: Since Don Horror is a statue, it's Hunter Killer who directly oversees most schemes.
  • It's All About Me: He cares for little other than the advancement of his own power. In the few moments he does anything on his own, it's usually because his position as The Dragon is being threatened.
  • Names to Run Away from Really Fast: He didn't get the name "Hunter Killer" by being a pacifist, that's for sure.
  • Nice Job Fixing It, Villain: When he's found by the Galactic Union Police, he stays alive just enough to babble off a clue to where Gavan's father is before dying.
  • Orcus on His Throne: While he goes into the field often, he tends to avoid direct confrontations with Gavan. Considering he (unlike Don Horror) is not a statue, he has considerably less of an excuse than his boss.
  • Villainous Rescue: San Dorva's arrival makes Hunter Killer worried for his position in the Makuu, leading him to send a tip to Gavan in order sabotage San Dorva so he can be sure his spot is face. Unfortunately for Hunter Killer, it doesn't take long for the Makuu to figure out who it was that sent the tip...

The son of Don Horror, who is called to deal with Gavan following Hunter Killer's repeated failures.
  • The Alcoholic: Spends a lot of time recreationally drinking.
  • The Brute: Zig-zagged. He is a tough warrior but he often relies on Doublers to battle Gavan and would much rather slack off.
  • The Dragon: Supplants Hunter Killer as this not long after his arrival.
  • Last Villain Stand: After his and Witch Kiba's scheme to overthrow his father doesn't go as planned, Don Horror sends them both out to fight Gavan one last time.
  • Orcus on His Throne: By episode 35 he's spent most of his time slacking off inside the Makuu Castle, to the point where Don Horror calls him on it. Even when his father forces him to go out into the field, San Dorva still has his mother and other minions do most of the heavy-lifting, which leads to Don Horror refusing to create a Makuu Space to help with his son's buffoonery.
  • Overlord Jr.: Don Horror's son and his top enforcer.
  • Red Is Violent: Clad in crimson armor and is a brutish warrior.
  • The Starscream: Initially reluctantly, but after Don Horror banishes him from Makuu for his failures, San Dorva is convinced by his mother that he should overthrow Don Horror, leading him to attempt a scheme to get Gavan to kill his father so he can take over Makuu. Unfortunately for him, Don Horror figures out what they're doing and sends them to perform a Last Villain Stand against Gavan.

The spouse of Don Horror and mother of San Dorva.
  • Even Evil Has Loved Ones: For how nasty she is, she does love her son and is quite protective of him.
  • Evil Genius: As the witch of the Makuu, she has a whole host of magical abilities she can call upon.
  • Last Villain Stand: Along with her son, she ends up being made to go out and fight Gavan one last time.
  • The Strategist: She's the brains behind many of San Dorva's schemes to defeat Gavan.
  • Wicked Witch: An evil witch of the Makuu.
    Horror Girl

A bird-like alien who acts as Don Horror's secretary, and is in charge of the device used to create a pocket of Makuu Space on Earth each episode.
  • Giggling Villain: All of her dialogue is just her giggling, rather than uttering any words.
  • Non-Action Guy: Her role is just to operate the device that pulls Gavan and the Monster of the Week into Makuu Space each episode, and not anything related to fighting.
  • Purple Is Powerful: Wears a plain purple bodysuit without any features.
  • Satellite Character: Considering her role in each episode, you could go the entire series without noticing her.
  • Uncertain Doom: We don't find out what happened to her after Gavan defeated Don Horror and caused Makuu Castle to explode, though given how she was last seen on it it's unlikely she survived.
    Crushers

  • Faceless Goons: Wear helmets with very little features, giving little impression as to what kind of faces they have.
  • Mooks: The grunt fighting force of the Makuu.
    Beast-Alien Doublemen

Lieutenants of the Makuu who lead the Crushers.
  • Elite Mook: Lead teams of Crushers, and put up a somewhat tougher fight against Gavan.
  • Fusion Dance: Were merged with BEM Kaiju starting with episode 13 to create Double Monsters.
  • Praetorian Guard: Hunter Killer usually keeps two with him to serve as his bodyguards.
    BEM Kaiju / Double Monsters 
The BEM Kaiju are simple-minded beasts used by the Makuu in their schemes. They were later fused with the Doublemen to create the Double Monsters, which are considerably more intelligent and capable of speech.
  • Fusion Dance: A BEM Kaiju combined with a Doublemen creates a "Double Monster".
  • Mid-Season Upgrade: Episode 13 saw them being merged with the Doublemen to create "Double Monsters", which possess the power of BEM Kaiju and intelligence of Doublemen.
  • Monster of the Week: Gavan has to face one of them in each episode.
  • Theme Naming: The BEM Kaiju all have "Monster" (that is, the English word "monster") after the first part of their name. The Double Monsters similarly have "Doubler".
