A Space Sheriff assigned by the Galactic Union Police to defend Earth from the Makuu.

* TheCaptain: At the end of the series he's promoted to Captain within the Space Police and charged with protecting Earth's whole solar system.
* HalfHumanHybrid: His mother was a human, while his father Voicer was an alien from the planet Bird. This was part of why Commander Qom chose him to protect Earth.
* HenshinHero: Transforms by shouting "Jouchaku", which causes his CoolStarship Dolgiran to shoot down a beam of particles that envelop Retsu and create his PoweredArmor over him.
* TheHero: As the Space Sheriff protecting Earth from the Makuu and title character, he's the hero of the story.
* LaserBlade: His [[ExactlyWhatItSaysOnTheTin Laser Blade]], of course. Uniquely however, it starts off with a regular metal blade before having a laser go up over it for Gavan to perform his FinishingMove with.
* NiceGuy: He's a pretty happy-go-lucky guy when he's out of the field of battle.
* ObliviousToLove: Often fails to notice Mimi's affections for him. In episode 17 Qom and Marin have to outright tell Retsu that Mimi has a crush on him.
* PoweredArmor: Dons metallic armor that he gets from a particle beam to become Gavan when the fighting gets serious.
* SpacePolice: Works for the intergalactic law enforcement agency known as the "Galactic Union Police".

* VillainousRescue: San Dorva's arrival makes Hunter Killer worried for his position in the Makuu, leading him to send a tip to Gavan in order sabotage San Dorva so he can be sure his spot is face. The BEM Kaiju are simple-minded beasts used by the Makuu in their schemes. They were later fused with the Doublemen to create the Double Monsters, which are considerably more intelligent and capable of speech.
