A Witch working for Wing Bind in Reverse London. She is the partner of Noel Niihashi. Ninny is also a singer in the band Cecile Die Twice , having performed alongside Macy Baljure.
- Ambiguously Gay: She doesn't like men and she isn't shown to be attracted to them. In the anime, she is shown blushing around Noel when Noel shows her a flower that she pluck from Bud Buck's antler. It's also never clarified if Ninny's prior relationship with Macy was legitimate or just something the media fabricated. It should be noted that Ninny states that Macy only acts like a Clingy Jealous Girl when she sees her getting "friendly" with another woman, indicating that Macy doesn't view men as possible rivals for Ninny's affection.
- Brutal Honesty: She will never mince words with you.
- Casting Gag: Olivia Hack has played a blonde girl with pigtails way back in the The Brady Bunch as Cindy Brady.
- Does Not Like Men: Implied. She is hostile towards men especially Balgo.
- Rei Ayanami Expy: Inverted: Her character design and personality seems similiar to Asuka from Neon Genesis Evangelion.
- Knight in Sour Armor: She's very cynical, her outlook on life forever marred by her past experiences as a public figure, and she's
- Jerk with a Heart of Gold: She's rude, temperamental, uses magic to blind people so she can get away from them, and verbally abuses the men around her like nothing. But she's still a good person at heart even if she refuses to admit it or acknowledge her kindness.
- Living a Double Life: She's a singer in the Front London and a witch in Reverse London.
- She's Not My Girlfriend: Downplayed Trope. Macy, who is in love with Ninny, immediately loses her shit once she spots Noel, and Ninny has to explain that Macy acts this way whenever Ninny is next to any woman, let alone someone she sees as a friend.
- Sir Swears-a-Lot: She's very foul mouthed compared to Noel. Her first line has her calling dreams bullshit and it continues from there.
- Snark-to-Snark Combat: She's always in a verbal sparring match with her partner Noel, even while they're actively hunting dragons.
- Vitriolic Best Buds: Her and Noel are partners and friends underneath all the snark.

A Witch working for Wing Bind in Reverse London. She is the partner of Ninny Spangcole.
- Ambiguously Bi: While she is implied to have at least some feelings for Balgo, the anime has her subtly flirting with Ninny by handing her a flower, and continuing to do so after seeing Ninny furiously blushing like a rose.
- Brutal Honesty: Much like Ninny, Noel will not hold back how she feels about you either. She just does it in a much calmer though no less biting way.
- Deadpan Snarker: She's very witty and sardonic, especially to Ninny and Balgo.Noel (to Balgo): Have you considered that a drop from this height would be fatal?
- Dissonant Serenity: She keeps very calm when she's about to kill someone for talking about her panties.
- Dull Surprise: Her face often maintains a tired half-lid expression no matter what emotions she might be feeling underneath. Also falls in Dissonant Serenity when she tries to shoot at Osushi for commenting on her panties.
- Greed: Several of her actions are motivated by her desire for money, such as when she tried to capture a dragon alone so she wouldn't have to share the reward money with Ninny.
- Leg Focus: Her thighs get a ton of attention due to her short skirt leaving very little to the imagination.
- Leeroy Jenkins: Unusually for someone who counts as The Stoic, Noel is very reckless when she sees a chance to earn more money, like when she tries to solo a dragon so she wouldn't have to split the cash with anyone else.
- Magic Skirt: No matter how often she jumps, runs, or flies around on her broom, she (almost) never gets a Panty Shot.
- Ms. Fanservice: Her curvy, busty, and athletic body gets far more focus from the camera than even Ninny.
- Not So Stoic: She's stone-faced a majority of the time, even when she's emotionally anything but under the surface. That is with the exception of when she first finds out that Shelby absorbed Balgo's perverted personality, where she comically flies off the handle.
- Only in It for the Money: Unlike Ninny, Noel is only interested in the money she's paid for performing her duties as a Piper. If she gets promoted, cool, more money. If not, cool, she's got plenty of money as is.
- Otaku: She's a self-confessed fan of Japanese culture, gave herself the name Noel because it's a girl's first name in Japan, and has the Dragon Ball recap music as her ring tone. Ninny outright calls her a "weeb" and a Japanophile as the London-born Noel has never been to Japan.
- Panty Shot: A very subtle one in the original manga one shot, where we see her panties right as the Title Drop reveals she works for the Soul Society's West Branch.
- Red Oni, Blue Oni: The calmer Blue Oni to Ninny's fiery Red Oni.
- She's Not My Girlfriend: Downplayed Trope. She was on the receiving end of it from Macy, who immediately saw her as a threat for being "friendly" to Ninny.
- Snark-to-Snark Combat: Her and Ninny take verbal potshots at one another constantly, even while on duty, especially in the anime.
- Vitriolic Best Buds: Despite the banter, Noel and Ninny will always have each other's backs no matter what.

A Wizard who leads the Inks divisions of Wing Bind, which is Reverse London's equivalent of the Goteijūsantai.
- Barrier Warrior: He used one to get Cinderella to blow itself up, but it failed.
- Blood Knight: For the short time Balgo had a price on his head for being a Dragonclad, Bruno was willing to set-up a false flag, and use Macy as a patsy to collect the bounty.
- Expy: He seemingly acts, and speaks, before he thinks. He's adamant about personally "fixing the mistakes of others" and is very sensitive about his hair. Sure sounds like Bazz-B, doesn't he?

Voiced by: Shimba Tsuchiya (Japanese), Griffin Burns (English), Alan Fernando Velazquez (Latin American Spanish)
A Human who became a Dragonclad (ドラゴン憑き, Doragon-tsuki) after living with Shelby for 10 years and being bitten by him. He is currently looked after by Noel Niihashi and Ninny Spangcole.
- Lovable Sex Maniac: Downplayed Trope. He's definitely a horndog when it concerns the one woman he likes, but he's a lot more lowkey outside of that.
- Satellite Character: While he is important to the story, his character really isn't much outside his attraction to Noel.
- Single-Target Sexuality: He only has eyes on Noel and he isn't attract to anyone who isn't Noel.

A former lead singer of the band Cecile Die Twice, having performed alongside Ninny Spangcole. She is also a Watcher and a Dragonclad.
- Berserk Button: She flies off the handle whenever she sees Ninny being friendly with other women. Unfortunately, she perceives Ninny holding a conversation with any other woman as "friendly".
- Charles Atlas Superpower: When angry, she's strong enough to chuck an entire desk, despite not appearing muscular.
- Lipstick Lesbian: She's a very feminine-looking woman who is madly in love with Ninny.
- Single-Target Sexuality: She's only attracted to Ninny. Anyone else is either ignorable or a threat.
- Yandere: She's madly in love with Ninny, but when she talks to other women, Macy becomes very hostile and attempts to hurt them badly. When she sees Ninny talks to Noel, she prepares to throw a desk at Noel for "being friendly" with Ninny when the conversation itself was completely innocuous.
