The Hunting Dogs (猟犬, Ryouken or 猟犬部隊, Ryoukenbutai) is a group consisting of five people considered to be the elite of the elite when it comes to Ability users.

    In General 
  • Adaptation Dye-Job: Particularly hit hard by this. In the manga, colored pages show their uniforms to be green; in the anime, they're not (they're a dark, rusty-type of red), possibly due to the former color resembling World War II uniforms.
  • Heart Is an Awesome Power: A few of them have powers that, in comparison to other Abilities in the series, are not particularly strong or practical, namely Teruko's aging Ability and Suehiro's power to manipulate his sword. However, both take their Abilties to the logical extreme and as a result, are extremely dangerous.
  • Hero Antagonist: They antagonize the Armed Detective Agency because they have been framed as a terrorist group by the Decay of Angels. They're overall portrayed as fairly decent people who are only trying to do their job as a special police force. They also take on both Port Mafia and Sigma when they prove to be hindrances in their hunt. This becomes downplayed after Teruko, Jouno, Tecchou, and Tachihara being betrayed by Fukuchi for his conspiracy crimes that include framing Fukuzawa and his subordinates as terrorists and commencing the Vampire Infection Outbreak.
  • Stellar Name: Sort of? Either way, their Japanese name, 猟犬, is also used for the constellation (猟犬座, with 座 meaning 'constellation').
  • Super-Soldier: They all received surgical operations to enhance their physical strength and stamina, making them harder to kill than regular soldiers.

The commander of the Hunting Dogs. Although not shown in the anime, he is quite flatulent. His ability is The Lion Dance.
  • Adaptational Personality Change: Downplayed. Fukuchi's flatuence wasn't shown or mentioned in the anime, unlike the manga.
  • Alas, Poor Villain: He was possibly the most dangerous and ruthless enemy to the Agency, but once his true motives are revealed, it's heartbreaking to see him die in his best friend's arms after giving up his life as a sacrifice for world peace.
  • The Alcoholic: He's mentioned to drink a lot in his free time.
  • Arc Villain: He's the main villain of the Decay of the Angels saga, with him leading both the Hunting Dogs and the Decay of the Angel to hunt down and destroy the Agency. The Hunting Dogs also fall victim to the Decay of Angels as the arc goes on when they figure out Fukuchi's true identity as Kamui.
  • Bad Boss: For both the Hunting Dogs and the Decay of Angels, Fukuchi only cares about his own self-preservation and nothing else, and is willing to sacrifice, kill or threaten his underlings in any way to accomplish his final goal.
  • Badass Cape: His cape helps with his image as a legendary commander.
  • Big Bad Friend: The evil terrorist leader who framed the Armed Detective Agency with the power of the Book is also the Agency's director Fukuzawa's childhood friend.
  • Bitch in Sheep's Clothing: After his identity is exposed, Fukuchi's friendly, boisterous persona is gone, revealing himself as a cold and callous man who will kill or threaten anyone who gets in his way of world domination, even if they're on his side.
  • The Chessmaster: He reveals to Jouno that everything since the Agency was declared terrorists was all his doing. Including the Frame-Up of the Agency itself.
  • Childhood Friends: He and Fukuzawa are old friends from their childhood.
  • Consummate Liar: He is capable of hiding his true identity as Kamui, along with all of his terrorism plans until Ranpo used his Ultra-Deduction, as Atsushi suggested to figure it out. Between Fukuchi and the Hunting Dogs, Tachihara was the first one to witness the former's new conspiracy plan that involved The Undead Ability user.
  • Cross Attack: He impaled a sword shaped like a holy cross on Bram to stop him from regenerating, and is more than willing to finish the job if Bram steps out of the line.
  • Deader than Dead: Unlike most of his victims, Fukuchi's dreams of conquest do not involve the Agency. Seeing to it that they're outright killed and not transformed into part of his undead armies, all the while mocking them for their futile attempts to stop him and his goals.
  • Died in Your Arms Tonight: After being stabbed by Teruko, Fukuchi dies in a distraught Fukuzawa's arms.
  • Dimensional Cutter: His sword can cut through the fabric space and time itself. When Atsushi and Akutagawa land a critical hit on him or try to escape from him, Fukuchi's blade travels to the past and changes the previous outcome, landing critical hits on the two of them in the process.
  • Evil All Along: Ranpo eventually figures out that Fukuchi is the true identity of Kamui, the leader and mastermind of the terrorist group Decay of the Angel.
  • Evil Counterpart: To another swordsman Fukuzawa before it was subverted with Fukuchi's death.
  • Famed In-Story: He's such a famous war hero that he's basically a Living Legend. Several politicians ask for his autograph when he goes to a meeting.
  • Freudian Excuse: While serving his country, Fukuchi was sent to the living hell that is war many times. There were also times he was ordered to torture people, including women and children. Fukuchi believes there will always be war as long as nations exist so he leads the Decay of the Angel to attempt a global terrorist attack that will destroy all countries and most of humanity.
  • Gasshole: He can fart with enough strength to make his cape flutter, much to the annoyance of Jouno (who has Super-Senses), although Teruko doesn't mind. This was omitted in the anime.
  • Hero of Another Story: He's a renowned hero who is said to have saved the world several times. Some of his greatest feats which are mentioned include exterminating an army of werewolves in the Republic of Kenya, preventing the slaughter of refugees in Africa, dueling a semi-immortal ability user for 50 days with no rest, and stopping a vampire infection in Eastern Europe.
  • Hoist by His Own Petard: Teruko stabs Fukuchi through the chest with his own sword, finally killing him.
  • Implausible Fencing Powers: Thanks to his Ability magnifying his weapon's power, Fukuchi can almost completely cut a ship in half with a single swing.
  • Invincible Villain: Not only is he a Strong and Skilled One-Man Army and an expert strategist, but his ability allows him to increase the power of any weapon he carries by absurd degrees, to the point that he can make Bram's ability to turn people into vampires infect most of the populace in four days, a capability that he admits would have ended the world years ago if there was an infection-based ability that powerful. However, the biggest contributor to this status is his sword, Shintō Amenogozen, which is capable traversing time and space. He admits that on its own, these capabilities aren't all that impressive, but with his ability, he can use it to create portals that allow him to strike opponents at great distances, and even ones that go to the past, which can allow him to effectively undo any losses he does suffer and give vital information to his past self, and the future, which he can use in conjunction with the aforementioned pseudo-clairvoyance to set traps that he can lure opponents into. All this allows him to beat Tachihara, who he admits during their fight is effectively his Man of Kryptonite due to his ability to control metal, after he's given a strategy by Mori. Tachihara even outright calls him this after his defeat.
  • Leave No Witnesses: Anyone who finds out the truth about Fukuchi is either forced into his army of the undead or murdered.
  • Logical Weakness: His Ability, while powerful, entirely relies on him having access to an object, or a weapon. If he's seperated from it, his Ability is essentially cut off. This also goes for his Save Scumming ability, since it is also reliant on his sword Amenogozen.
  • Magic Enhancement: His Ability allows him to multiply the power of an object he wields by 100 times, which is a huge advantage for him to use it as a weapon.
  • Mole in Charge: He's not only the commander of the Hunting Dogs, but also he leads the terrorist organization Decay of the Angel under the name Kamui.
  • The Needs of the Many: His plan to give One Order to Fukuzawa required him to sacrifice 500 lives, but he considers it a small price to save the 210 million lives that will be lost in the World War he wants to prevent.
  • Nigh-Invulnerability: If his enemy injures him, Fukuchi can simply restore himself back into an unhurt, past state by cutting through time and undoing the attack that did the damage.
  • Obfuscating Stupidity: His goofy personality traits are an act to make others trust him easily. Fukuchi's true self is cold and manipulative.
  • Reasonable Authority Figure: He promises Fukuzawa that he will provide protection to the Armed Detective Agency if they confess their supposed crimes because he knows Fukuzawa and his subordinates would never commit terrorism without a reason. It's later revealed that this is little more than an act; andis both a Bad Boss and an Omnicidal Maniac who has been the leader of the Decay of the Angels the whole time. On top of being the one who framed the Agency in the first place in order to achieve his goals of world domination.
  • Rugged Scar: On his right cheek are three distinct scars that resemble claw marks.
  • The Stoic: His true personality shows little to no emotion.
  • Take Over the World: His goal is using the forbidden weapon One Order, aided by his Ability Mirror Lion, to mind control all of humankind, turn them, minus the Agency, into his undead army, and achieve world domination.
  • Time Master: He is capable of using his sword to reverse time over and over again with or without his strengthening ability.
  • Walking Spoiler: With the big revelation that he's the leader of the Decay of the Angel, every piece of information about Fukuchi is a spoiler for the second half of his arc.
  • Well-Intentioned Extremist: It's eventually revealed that his real goal all along was to prevent a World War that will kill 210 million people. Everything he did was to get hold of One Order, take control of all the world's armies, and leave it in Fukuzawa's hands as he knew his best friend will protect world peace on his behalf.
  • White Hair, Black Heart: His hair is naturally white, and he's the leader of a dangerous terrorist organization.
  • With Us or Against Us: Pulls this when Jouno refuses to join him in his plan for world domination by having him forcibly turned into an undead servant of the army. He also manages to trick the world's governments into trusting him by using the threats of both the Agency and the Decay of the Angels against them, with them all completely unaware that Fukuchi's already sending the Decay to infiltrate their armies until it is too late.
  • Zero-Approval Gambit: The end goal of his plan was to use One Order to take control over all nations' armies and make himself the world's number 1 enemy. Then he has Teruko kill him and lets Fukuzawa take the credit to make him the world's hero, as he entrusts him to use One Order to preserve world peace.

The vice-commander of the Hunting Dogs. Although she is extremely violent, she is also infatuated with Commander Fukuchi. Her ability is Gasp of the Soul, which allows her to alter the age of anyone in touch, including herself.


  • Action Girl: A default thing for female characters in this universe, although hers fluctuates between that, Little Miss Badass and Never Mess with Granny via her age-manipulating ability.
  • Ax-Crazy: Her introduction has her calling to see the blood of her enemies and threatening to mutilate her own allies.
  • Badass Adorable: Fits well with her default child-like appearance and her ass-kicking personality, although partially zig-zagged in terms of alternating her own body to her older self.
  • Blood Knight: There's nothing that makes her more excited than the chance to rip criminals apart.
  • Broken Tears: Teruko cried over the fact that she had to kill Fukuchi, who was responsible for the whole mess right from the start where the Armed Detective Agency was framed as terrorists, in which she didn't try to arrest them after finding out their innocence.
  • Creepy Good: She might firmly be on the side of the law, but even her own squadmates find her psychotic tendencies scary.
  • Curtains Match the Window: Both her eyes and hair are reddish pink.
  • Custom Uniform: Teruko is the only Hunting Dog who does not wear a cape (although she is seen wearing one in the official art and in Season 4 Episode 9), and her hat is faced sideways to make room for her ponytail on her left side.
  • Cute and Psycho: One moment, she's an adorable little girl with a big crush on her commander. The other, she's a holy terror.
  • Dual Age Modes: Her ability can manipulate the aging of her own body and that of whoever she touches. She usually appears as a preteen girl, but she can turn into an adult woman or an old lady.
  • Evil Counterpart: To the Badass Adorable fighter Atsushi until it's subverted by killing Fukuchi for his criminal actions.
  • Expecting Someone Taller: During her introduction, the spectators weren't expecting at all that the vice-commander of the elite unit of the army is a little girl.
  • Expository Pronoun: She uses washi, a first-person pronoun reserved for the elderly, and her manner of speech overall is more akin to an old Japanese lady. This hints at the fact that her childlike appearance doesn't necessarily reflect her real age; thus, she is presumably around Fukuchi's age (who also uses the washi pronoun).
  • Fiery Redhead: Her hair is reddish pink, fitting her violent and vicious nature that causes even her allies to fear her.
  • Heart Is an Awesome Power: Her Ability is said to be fiercely combatitive. Turns out her power is to alter the age of anyone she touches...including herself. What chance do your enemies stand if they're suddenly aged down to a toddler or aged up into a geriatric?
  • Immune to Bullets: Teruko can repel 2700 kilometers per hour bullets with her bare hands.
  • Kill the Ones You Love: With Fukuzawa being reluctant to kill his childhood friend for the latter's crimes, Teruko tearfully became the one to kill Fukuchi with her sword on his behalf, feeling betrayed for her captain's true intentions.
  • Little Miss Badass: She usually looks like a small girl, but she's part of an elite military force of Ability users for damn good reason.
  • The Napoleon: She has a terrifying temper for her small stature.
  • Number Two: She's the vice-commander of her unit.
  • Precocious Crush: Her infatuation with Commander Fukuchi come across as this, since he's a middle-aged man and she looks like a kid. Then again, Teruko's ability lets her change her age at will, so it might not really count. However, this becomes subverted when Teruko killed her captain after being betrayed and able to face the fact that he is the true mastermind of terrorism instead of the Armed Detective Agency.
  • Red Baron: Her strength and violent tendencies on others are what makes Teruko dubbed as "The Queen of Bloody Thorns" by one of the regular military police.
  • Sadist: Second to Jouno, she cries out of disappointment that she got a criminal to confess after only half a year of torture since she was eager to torment him for much longer. Another example of her sadism is using her ability on a security guard with age acceleration to interrogate him about the location of the access key to the Sky Casino.
  • Shapeshifter Default Form: Her body can change into whatever age she wishes, but she chooses to show herself as a young girl by default.
  • Sociopathic Hero: She has an inclination for violence and torture, but her brutality is uniquely reserved for criminals, be they (formerly) the Armed Detective Agency, or Sigma and his bodyguards.
  • The Squadette: The only female member of the Hunting Dogs.
  • Strong and Skilled: She's an incredibly strong and capable hand-to-hand combatant, but she's also smart and capable of adapting herself to the situation. For example, she knows a police officer must never hurt civilians, so she turns herself into an old woman to sneak past the guests at Sigma's casino that are out to kill her.
  • Subordinate Excuse: She has a huge crush on her Commander Fukuchi, which she doesn't try to hide at all.
  • Super-Strength: Her ability makes her body grow older along with making her strong enough as to stop a crashing plane.
  • Tiny Tyrannical Girl: She lords over her subordinates and terrorizes them by threatening to rip off their body parts if they don't obey her every command.
  • Token Mini-Moe: Most of the Hunting Dogs are grown men while Teruko looks like a little girl, at least most of the time. Despite that though, she does use a first-person pronoun that is often used by old women, showing that size doesn't necessarily equal age.
  • Torture Technician: She's a specialist in interrogations through torture, exploiting her ability by constantly making the criminals age up into elders and age down into toddlers back and forth until she drives them mad. And Teruko enjoys it a lot, too.
  • The Transmogrifier: 'Gasp of the Soul', allows her to manipulate the age of those she touches as well as her own. While she can use this Ability to disguise herself and her allies, Teruko mainly employs her powers as a method of torture, rapidly aging her victims up and down until they lose their minds.
  • Unscrupulous Hero: She's bloodthirsty and sadistic, but an officer on the right side of the law nonetheless.
  • What You Are in the Dark: After capturing Atsushi and being informed of Fukuchi's true plans, she can't bring herself to support Fukuchi any further, nor can she agree with hurting someone genuinely innocent and kind like Atsushi. So she frees him from his restraints and tells him exactly what Fukuchi is planning. Only continuing to work with Fukuchi going forward because he's on the winning side of the fight until he was defeated by Fukuzawa and soon impaled to death by Teruko.
  • Would Not Shoot a Civilian: Sociopathic Soldier as she is, Teruko knows very well that harming civilians, even in self-defense, is a no-no.

A member of the Hunting Dogs. Blessed with extraordinarily sharp senses, and an expert interrogator. His ability is Priceless Tears and allows him to manipulate the particles of his body.


  • Animal Motifs: Like Dazai, Jouno is associated with foxes, given his hair color, closed eyelids, and a single bell tassle earring on his right ear. In terms of negative traits, foxes are known to be cunning and manipulative, which fits Jouno's sadistic tendencies against wanted criminals, especially to Kunikida, a psychological victim of his.
  • Batman Gambit: Happened twice.
    • Jouno let Tanizaki use his Light Snow and pull him out of the runaway car, so the former and Tecchou can finish him and Kenji off on the road.
    • Although he was finished off by Fukuchi and turned into a vampire by Akutagawa, he used Aya to expose Fukuchi and prove the Armed Detective Agency's innocence to the world by sneaking into the dark room and take a picture of him and Bram; thus, this is the reason why Jouno gave her a note beforehand.
  • Evil Counterpart: To the Straight Man Kunikida and the Reformed Criminal Dazai, although this is subverted after finding out that he was ordered by Fukuchi to kill the Armed Detective Agency sadistically, in which Jouno refused to do so.
  • Eyes Always Shut: Since he's blind, he never opens his eyes.
  • Face of an Angel, Mind of a Demon: Underneath the calm and nonchalant mask, Jouno is quick to psychologically harm them by his infamous sadistic tendencies. Although, this becomes partially averted after finding out his captain's true intentions.
  • Foil: To Tecchou Suehiro. While they typically pair up with each other in missions, Jouno is a Jerkass who deals with certain people by taking pleasure of seeing them squirm while Tecchou is a Token Good Teammate who politely speaks to others instead, able to seal promises of bringing criminals and their accomplices to justice.
  • Good Feels Good: The reason why he chooses not to join the Decay of Angels. He was originally a dangerous, high-ranking criminal who enjoyed the sound of suffering, but after becoming a Hunting Dog, Jouno realized it paled in comparison to the pride he felt protecting people. This doesn't last long, as he's quickly dispatched by Fukuchi and turned into an Undead servant in the process.
  • Handicapped Badass: He's blind, and belongs to the best of the best Ability user group. It's unknown if said blindness is a result of an accident or if he was born with it.
  • Intangibility: His Ability is to manipulate the particles of his own body, making it possible to make himself intangible so that his enemy's attacks and weapons phase through him.
  • Jerk with a Heart of Gold: Despite his sadism and arrogance, he does ultimately prove to be a true ally of justice who takes pride in protecting the innocent and refuses Fukuchi's offer to join the Decay of Angels. He only threatens Aya Koda up close for a chance to sneak her a note without being noticed by his comrades.
  • The Nose Knows: He has an extra-strong sense of smell.
  • Only Sane by Comparison: Jouno is a former criminal executive and a massive sadist who is often closer to a Psycho for Hire than a policeman, but when put next to the other colorful members of the Hunting Dogs, he plays the Straight Man as he's constantly exasperated by the antics of his squadmates.
  • Reformed Criminal: Similar to Dazai, Jouno used to be an executive of a criminal organization. Seeing the potential of his Ability, Fukuchi recruited him into the Hunting Dogs. His sadistic tendencies from his criminal days are still very present, but he genuinely has found satisfaction and pride in protecting innocent lives.
  • Sadist: He sure looks like he's enjoying himself a bit too much when he's about to break the spirit of the owner of the coffee shop during an interrogation.
  • Slasher Smile: He displays a sadistic one while hearing Kunikida's scream over his broken ideals and the news of Yosano's scheduled execution.
  • Super-Hearing: As a trade-off for being blind, he has enhanced hearing. He can detect emotions by listening to someone's heartbeat.
  • Super Smoke: His Ability allows him to disintegrate his own body into particles that lets him slip through small spaces such as air conditioners and gaps of doors.
  • Token Evil Teammate: He's the only member of the Hunting Dogs who takes enjoyment out of messing with even civilians in the name of "justice", making him lean more towards Knight Templar territory. Fukuchi expected Jouno to be willing to join the Decay of Angels, but he refuses and turns against Fukuchi after he reveals himself as the mastermind because Jouno does want to protect the innocent.
  • The Undead: After he attacks Fukuchi once he reveals his true intentions. Jouno is killed, then brought back through Akutagawa's bite, turning him into an undead servant of the Decay of Angels. Although, this is averted after Bram lifted the vampire outbreak.
  • Weak to Fire: The main weakness of his Ability is that if his particles scattered in the air are destroyed, he won't be able to return to human form. This makes fire the most effective way to counter his Ability. Fukuchi uses this to his advantage to trap Jouno in an air conditioner and has Akutagawa turn him into an unwilling member of the Decay.
  • White Hair, Black Heart: He's the most amoral and douchey of the Hunting Dogs. Fittingly, his hair is white. This reveals to be subverted as he does take pleasure of helping people and refused Fukuchi's offer to join the Decay of the Angel.

A member of the Hunting Dogs. The team's main combatant. His ability, Plum Blossoms in the Snow, allows him to freely manipulate the shape of his sword's blade.


  • Absurdly Sharp Blade: His sword is sharp enough to cut a car in two.
  • Ain't Too Proud to Beg: Tecchou gets in Pose of Supplication in front of the owner of the coffee shop and politely begs him to share the information he knows about the fugitive Agency.
  • The Big Guy: He's the strongest Hunting Dog in combat.
  • Bizarre Taste in Food: He has a tendency to combine foods based only on them having the same color, regardless of how much sense the combination might make, like white sugar on rice. He also eats hard-boiled eggs with the shell still on and orders a soy sauce latte.
  • Bunny-Ears Lawyer: Other than his Bizarre Taste in Food, he watches ants march for 8 hours 'in order to test their leadership and loyalty' (this was omitted in the anime) and starts doing pushups in the middle of a meeting. He's also regarded as the best combatant of the Hunting Dogs.
  • Cloudcuckoolander: He does nothing but watch ants march for 8 hours straight. Why? He admires the leadership and loyalty of these insects.
  • The Comically Serious: He often says and does random things. The poker face he keeps at all times only make it more hilarious.
  • Evil Counterpart: To the Nice Guy Kenji before it's subverted, due to being led by his captain who was actually a conspirator who framed the Armed Detective Agency, and as a Token Good Teammate, Tecchou doesn't have any morality issues to begin with.
  • Facial Markings: He has three petal-shaped marks under his left eye, which symbolizes his ability.
  • Foil: To Saigiku Jouno. Between two Hunting Dogs who typically pair up together in missions, Tecchou is a Nice Guy who takes his duty seriously without a morality problem towards others, while Jouno is a black-hearted sadist who takes pleasure of seeing anyone squirmed in front of him, whether it's a criminal or a witness.
  • Idiot Hair: Tecchou has a single ahoge on his head and is a Cloudcuckoolander aside from taking his duties seriously as a Hunting Dog.
  • Kick the Dog:
    • Played for laughs when Tetcho stabbed Jouno non-fatally as a means of reprimanding the latter for his sadistic tendencies.
    • Of all members of the Armed Detective Agency, Kenji was the one to get stabbed by him two times.
  • Master Swordsman: His astounding sword skills give him the well-deserved title of the strongest Hunting Dog.
  • Nice Guy: Tecchou is the Hunting Dog most capable of speaking politely to a civilian when asking information and he's wholeheartedly determined to make sure the world he protects is a fair one.
  • The Stoic: His face never shows strong emotions.
  • Token Good Teammate: He's the only member of the Hunting Dogs without some serious morality issues, as Jouno and Teruko are sadists, Fukuchi is part of the Decay of Angels as Kamui and Tachihara deserts the team.
  • Whip Sword: Thanks to his ability, his sword's blade can extend for long distances and blend like a whip. It can even grow long enough to attack a helicopter in mid-flight.
