Actually, stripped-down bolters are indeed used by high-ranking Guardsmen, though they're not as popular as the smaller and more manageable bolt pistols. And then there's Yarrick with his honkin' great storm bolter, though he at least has the benefit of cybernetic augmentation.
All of them at once is a bit unlikely, but can be chalked up to Jurgen's essential... Jurgen-ness.

Almost perfect
There are a few minor problems, notably the fact that Jurgen is carrying, all at once, a melta, a lasgun, a bolter and a flamer. The bolter alone can only wielded by Power Armor-wearing troops.
Other than that, this is indeed a story that tries, and succeeds, to capture the feel of a Ciaphas Cain memory.
