A Scrappy is a character hated by fans of the movie/game franchise/work/whatever the character comes from( a Wesley is the same except the auther seems to favour the character). As Justin Bieber is a real person he obviously does not come from a work. So neither the mentioned tropes, nor any related tropes such as Shilling the Wesley or Rescued from the Scrappy Heap would apply to him.
