This seems ... surprising, since as far as I know the makers of Peppa Pig have not been sent to the Hague. I've done some research, and all I can find is a mention on the wikipedia page (with a Citation Needed tag), this article speculating that the same reasoning that banned Babe in Malaysia is why Garfield and Friends wasn't shown past season 2 (while specifying it's just speculation) and this article confirming that multiple shows about Funny Animal pigs have been banned or censored in Malaysia. But nothing in either of them about "international law" banning anyone worldwide from featuring pigs at all to avoid offending Malaysians.
Now, if the distributors said they couldn't use pigs because they were hoping to sell the series in Malaysia, that would make sense.
