Does it count as a Discussed Trope if, for example, a character were to compare some otherwise useful or even essential item that they don't meet the conditions for using to a paperweight (for example: "Until we actually find the Chosen, that Cool Magic Sword that Only the Chosen May Wield is only about useful as a paperweight", or an Air Force officer telling his superior "without more fuel and ammunition, the only thing our Cool Planes are good for is being multimillion dollars pieces of modern art to decorate our hangars with")?

I have a 20-oz bar of solid silver, very collectable because it comes from a long-defunct creator. I use it to hold down a computer speaker that tends to fall over.
