Does the city level have to be a bustling, populated city for it to count as the Metropolis Level trope or can the city (or cities) in question be barren or populated by zombies you have to fight through?

Sure, though in the latter case it would also qualify as Big Boo's Haunt or Night of the Living Mooks.

For context, I'm asking because there's this zombie game called The Last Stand: Aftermath, and one of the areas in the game is a big run-down city (with run-down buildings) that has been Reclaimed By Nature (and crosses into Bubblegloop Swamp because of its swamp like properties), so I doubt Big Boo's Haunt or Night of the Living Mooks would apply there.

I mean, I guess you could add the example, though you'd have to make sure to explain the main features that take place in the level so readers can understand the context.
