Electroconvulsive therapy (which is done under anesthesia these days) is different from shocking people specifically to cause pain, though. Also, ECT is applied to the brain, while punitive shocks are administered to the skin elsewhere on the body. This is a common mistake, as evidenced by how much of the Real Life section discusses punitive shocks instead of actual ECT.
I'm pretty sure this shit is actually used to torture gay and autistic people, though.
