Would the Phantom Thieves count as Outside-Genre Foe to Hawkmoth? Since they're not something he could plan for, their Persona counters his magic, and he doesn't even know yet that they are already directly opposing him.
So I just realized Shido and Gabriel/Hawk Moth have the same English voice actor in Keith Silverstein. I don't know if there's a trope that applies to the fic, considering the two men have yet to meet ("yet to" because Gabriel plans to launch his brand in Japan) but outside of that, wouldn't be a hell of a thing if, whether it's as Hawk Moth and the leader of the Anti-Social Conspiracy, or as Gabriel Agreste and Representative Shido, if they wound up having a chat for whatever reason?
