Unless the character is "is unambiguously and deliberately" based on another (i.e. Word of God or something similar says it's the case) then it's best to not put Expy down.

Could the Bidybab that attacks you during Night 2 be considered a Red Herring that might confuse first-time players into thinking they're Circus Baby? Markiplier, at least, initially disregarded Circus Baby's voice as coming from Circus Baby because he confused the Bidybab as being Circus Baby herself.
The seven new animatronics look a lot like the Smeek
◊ enemy from CarnEvil. But I don't know if the similarities were intentional or not, so I'm not sure if I should add "Expy" to their entry.
