See the requirements for Base-Breaking Character. Simply noting that some people like or dislike a character isn't enough for a character to be a BBC.

I’ve been to every community such as Reddits, Gamefaqs, Twitter, Tumblr, and You Tube. Heck Twitter and Gamefaqs seem to be the only two places that actively despises Makoto. People who dislike her on those online communities would say “Makoto is overrate/overhyped” or ”boring, bland” and “Sae is better” along with people who like her saying the “relate to her” and stuff. Not to mention they would fight over Makoto’s writing quality saying she’s either “worst girl” or “best girl”. Let alone saying she feels forced or is the heroine of the story. How is none of that proof of a “Split the fanbase into at least two vocal factions of similar size” or a “little to no middle ground”?

For example, Makoto came up as number 2 on a Playstation Japan poll. In actively trying to find concrete proof that she's disliked or even decent metrics for finding dislike of anyone, I did find a Game FA Qs poll of decent size for Most Annoying Character... where Makoto gets only four percent of the votes for most annoying... less than Sae, in fact. It's objectively not a great source, but it doesn't look good considering it's, you know, a poll specifically of one of the communities you specifically cited as hating Makoto.
I'm not fan of Makoto and would agree that she's overrated, but that doesn't mean the base is broken, it means I'm observing a pretty solid base.

That was back in the earlier days. I’m talking about where right now in these places people are very vocal about their hatred towards Makoto. Even in Gamefaqs they still keep voicing their dislike towards her. Not to mention on twitter she sometimes ranks low on the Persona champion account.
Also technically that Japanese Play Station poll where she won 2nd place was worldwide because it was on Twitter so anyone around the world even in the West could’ve voted.
And if Gamefaqs is not a good source what community is a good source? Like which one of these online communities are truly proof to find her being a bbc? Reddit particularly r/persona 5 pretty much has both fans and haters of Makoto that are very vocal about her. The latter in particular has weekly threads complaining about how she’s a Mary Sue, is boring and so much more.

BBC is when the character is divisive by nature. You have to be like Persona 4 Marie, Ohya or Mishima to even count. Makoto is unambiguously well-loved by the fanbase and most of the hate is often because she goes too popular.

This isn't true.
But I’ve been to Reddits, Gamefaqs, parts of Twitter, Facebook, Instagram, Tumblr and You Tube comments. People on these communities would say Makoto is overrated, bland/boring, forced, prefer Sae and call her worst girl. Seems vocal to me

I know this has been discussed before but I think Makoto should have her base breaking character entry reinstated because from what I’ve seen she’s still very divisive at least in the western fandom. I’ve seen people love her for being a badass, team mom and relatable and people hate her for having disproportionate screen time, what they perceived a boring personality. Let alone being bossy and not quirky like the other girls or flawed like Sae.
Also I don’t think Ryuji counts as a Base breaking character. I’ve seen waaay too many people love him than hate him.
Lastly, does Kasumi count too? I’ve seen some people divided on her and viewing her as poorly integrated.
