Depends on how it's used. If it's a montage of the a character visiting all these monuments in sequence, then it's a version of the Travel Montage. If it's a montage that functions as an Establishing Shot (i.e. a scene takes place in Paris, so start off with shots of the Eiffel Tower, the Arc de Triomphe, the Louvre, etc., to let them know) then it's a version of the Eiffel Tower Effect.
