That's right, works pages can be created without asking for permission. There are a few cases where making a work is not the best idea though (generally because of objectionable or untropeable content), post in Ask The Tropers if you're not sure.

Works' Pages Are a Free Launch
Just make sure you follow all the rules (no stub aricles, no zero-context example, indexing, cross-wicking).
In case you're not sure the work is really okay to trope, you can always ask. Porn and hard erotica is off limits. And I'd say that some blogs or web videos are not that relevant either for this wiki because it gets dangerously close to troping real life in my opinion.
Another time it might be better to ask first is when you're recreating a work page that had been cut, just because the work itself may have been to blame rather than the state of the page when it existed.
