That's pretty much what sandboxes are for. For example, you could create Sandbox.Awesum Industrys to use for your own drafts. If you decide a sandbox you made is no longer needed, it can be submitted to the Cut List, with a message to the mods saying the contents have been moved to the final article.
Alternatively, you can use the Trope Launch Pad if you want other people's input on the draft. It can be used for pages other than trope pages, despite its name.

If you do bring a work to TLP, you should probably note in the draft that you already know Works' Pages Are a Free Launch, so you can get feedback other than people telling you that.
