I don't know if there's an official policy, but I know that I have seen summaries in several recap sections, including Recap.Game Of Thrones, the Star Trek series, etc.

Yes, summaries are allowed on Recap pages.

Alright, another question: most of summaries are ripped completely from official synopsis. Does that make them plagiarism?

Yes, it does. They should be removed and rewritten.
