@OP: Tropes Are Flexible
Police Are Useless includes when they're lazy and can just as easily refer to a single officer, or a pair of officers, rather than the entire force.
There's also Donut Mess with a Cop, for instances where the cop(s) in question is lazy due to loafing around at doughnut shops, or eating doughnuts when they're supposed to be on duty.
