How unfair exactly?
And does it have to be dress code? What about, say, the law?

Inherent in Dress Code: the only reason for the story to mention a dress code is if said dress code is plot-relevant- say, providing something for a rebellious character to rebel against.

The character in a story, has to deal with an unfair dress code at their school. So they show their disapproval of it, by breaking the code on purpose.
