A person cannot. I'd say cut the Franchise page.
That said, there are YMMV pages for this Creator, so those need to go, too, since Creators cannot have YMMV pages and his aren't entirely about his works.
Because "Franchise" is short for "Works relating to this Intellectual Property in multiple media by the same Creators, each with their own page". The Nerf Guy is otherwise correct; the multimedia franchise page is misuse.

For the second time in just a few days, I've found two pages for the same person.
There's a Franchise page, Bob Dylan. There's a Music page, Bob Dylan. How can a person be a "Franchise"?
