Yes, assuming you're referring to indexes of tropes. For example, Currency Tropes is an index of tropes pertaining to currency (e.g., Credit Chip, Stage Money, etc.)

The only pages in Main/ that don't go through Trope Launch are disambiguations.

So then P to R, an index of actors from Jack Paar to Roza Rymbaeva didn't go through the launch pad because it's in the Actors/ namespage. But why was Canadian Actors, Comedians, and Other Artists put in Main/ ?

They're both sub-indexes to the Actors article. "P to R" is a subpage due to the article being too large, while "Canadian Actors, Comedians, and Other Artists" is an article in its own right. Just like an article for a book might be a separate article from the series example pages.
