When I think "Muppet-like puppets that aren't actually Muppets" I think Puzzle Place. Episode with Chinese Dragon.

The puppets from the show I'm thinking of were more muppety - animals and odd creatures rather than human puppets. There were also no humans at all as far as I recall.
Wimzie's House or Allegra's Window by any chance? You did say they're "more Muppety" and not human-like, so I'm guessing probably not, but worth a shot.
Edited by JMQwilleranThe musical segment makes me think of 'Hallo Spencer', originally a German show but some episodes were apparently dubbed in other languages. I even found an episode where the group dresses up as a Chinese dragon, but it's in German, couldn't find a dubbed version, sorry.
Yes, it was Hallo Spencer! Thank you so much - this has been bothering me for nearly 30 years (just one of those things from childhood that sticks in your mind, I guess.)
Firstly, I am 99% sure this is not the Muppets, Sesame Street or Fraggle Rock, although the puppets were similar to Henson's works.
There were no humans, just puppets.
All I remember is one episode where the main characters dressed up as a chinese dragon (I think they had to work together to move it but they got tangled up in each other and it fell apart) plus another where they had to shelter in a big house from a storm raging outside.
The above is definitely a real show as my brother remembers this vividly as well.
In addition, I think there may have been some musical segments, with the puppets performing in a band almost like a music video. In my mind the music seemed similar to Blondie, for some reason. (This last part may actually be a dream I had, but I was so young I can't seperate it out.)
