I mean it worked on Kosuzu. Without the official tengu hat apparently no one can tell?

If I remember correctly, Kosuzu didn't recognize her as a youkai when she was wearing that outfit, until she revealed herself. So her hat and hair probably does hide her ears enough In-Universe that people don't notice it unless they're looking closely.

Maybe villagers who do recognize a youkai in such a "disguise" all get eaten in reprisal before they can reproduce, so some amount of obliviousness is a genetic advantage in this environment.

And, like. The very last chapter of Lotus Eaters had Suika just pottering about the place without even apparently a token effort to hide her horns.

x5 Her ears stuck out pretty far in FS so you'd have to be either really not paying attention or barely smarter than your average fairy not to notice.

1. You don't say anything and she won't.
2. If Kosuzu grew up frequently seeing people with Pointy Ears around the village, and no one told her they were disguised youkai, she could assume that humans just have differently-shaped ears sometimes.

But then, you'd think someone as curious as Kosuzu would've asked her parents about why some humans have weird ears at some point.

Either way points to the villagers being kinda dim in general, some villagers actually noticing but not wanting to cause a ruckus (or get got) by pointing out the tengu skulking around the village, some villagers actually noticing but not pointing it out because "well, it doesn't look like she's causing trouble...", or some combination thereof.

In fairness to the villagers, they were in a bar, which is a place where people's attention span are lower than normal due to all the drinking and general merry-making going around.

I get the feeling the "no youkai in the Village" rule is just said for being said, the villagers and people themselves by and large give no fucks. The youkai on the other hand, have a sense of humor and play with it.

Otherwise Reimu is so far slacking on her job she needs fired and kicked out of Gensokyo forever.

I believe that Yukari gives her money when nobody's looking. I can't remember if that's canon or not.

I think she plunked some money into the donation box in one of the three fairy manga, right before beating up the three fairies for awhile

In chapter 23 of Strange and Bright Nature Deity (it's in the wiki courtesy of past-me from like, a decade ago. Wow, time flies), while Yukari's talking to Reimu in the background after first appearing, you can see in the foreground her hand popping out of a gap to slip some money into the donation box. Marisa manages to notice it though (and thinks to herself "2,000 yen?"), but doesn't say anything.
