Apparently, the shadowy figure is literally called Darkness. Also, this implies that this Maleficent is from right after Kingdom Hearts I and before her return in Kingdom Hearts II, which would give us a sense of the χ timeline.
EDIT: So, after thinking it over, the Master of Masters is truly a genius. He knew Maleficent would lose her body (thanks to that nifty eye on Soul Eater, I suppose) and time travel, because Xehanort told her how to do it. So to avoid her changing the past before the Keyblade War, he omitted to create Enchanted Dominion from the pages of the Book of Prophecies and instead recreated it in a Data version, where events could not change, after the Keyblade War was already over. And the reason he did that was because in order to time travel, there needs to be a version of yourself at both source and destination and the only version of herself Maleficent found was the data version of in the Master's data worlds.

I saw people saying the darkness figure is vanitas based on how he spoke and it makes sense. Out of the norts he and marluxias are the only one who could travel back and vanitas didnt really have a body for a bit

Anyone saying Vanitas or any of the Norts will usurp Xehanort is plain delusional. Any attempts would be squashed by Xehanort immediately.

Xehanorts overconfidence can easily be his downfall. The mans plans are literally part of Master of Masters plans via seeing the future so everything Xehanort does is already predetermined because his better made sure of it.

And I'd argue the extent of the Master of Masters' involvement is tentative at best and Man Behind The Man at worst.
I'd just call him the author.
Anyway, if any of the current villains are capable of getting one over on Xehanort I'd say it'd be Marluxia or Vanitas, and basically only because they're both technically older than him.

Maleficent traveled back in time because Riku released her heart in Kingdom Hearts I. But the Master of Masters foresaw this and recreated the future worlds in data after the Keyblade War, in which Maleficent is now trapped. But the mysterious figure says there is a way for her to return to the future.
Also, because of Maleficent's meddling, one of the Princesses' worlds (Radiant Garden) couldn't be accessed in the data.
