EDIT: Doing some outside research, it isn't its own thing, but rather a feature in the Koha-Ace manga. Also featuring gender flipped Oda Nobunaga as Archer.

I don't think that is not Oda Nobunaga, the official identity of all seven servants isn't reveal yet.

(Someone believe Sakura Saber is actually Konohana Sakuya if the theory is true).

According to Lu, the initial reveal of Sakura Saber includes a phrase that, depending on how you read it, says "Konohana Sakuya". It also says something else, but I forget what it was.

Basically, Japanese wordplay.

Demon Archer is referred to as the "Devil King of the Sixth Heaven", which is also a title applied to Nobunaga.

The behind of joke why SS exist because Kohaku joke about if Saber wear kimono (In Fate/Material artwork), everyone mistake her "legendary samurai girl" in old KOHA-ACE 4Koma.

We've known about Sakura Saber for a while now. The big surprise is that she wasn't a one shot gag and even got a second outfit and a figurine!

Seeing as Koha-Ace is a parody manga, I wouldn't be surprised if every Servant based on a male character is genderswapped.

No, the joke is that Takeuchi was supposed to design a new Servant for Fate/Koha-Ace, but then just drew another Saber-alike. It may have been inspired by the earlier gag, but the joke is more on how Takeuchi keeps drawing Saber.

She doesn't look like Akiha at all though. At most, they both have long black hair, which is...not exactly a distinct characteristic. Akiha's hairstyle is hardly unique. (then again, that's probably the joke. Folks confuse them because their hairstyles are so generic)

It's called a callback. Sakura Saber was designed to callback to the earlier joke, but, as Koha-Ace apparently isn't stuck up its own ass in self-referential humor, that isn't the main joke and indeed, the earlier joke isn't directly mentioned. Folks who read before would snicker a bit at the callback, but new readers would still be able to get the actual joke.
