It sounds like very soft-core ecchi- not even any nudity of the elementary schoolers, just panty shots. Fate/Kaleid Liner, which already passed content review with exception of one OVA, has a fair bit of soft fanservice of its underage cast. It definitely had more plot than Eiken, but my understanding is that unlike porn in general pedo-pandering is *not* mitigated my having sufficient plot. Is Eiken that much worse than Fate/Kaleid?
That said: I'm not sure if it should stay cut under porn/plot ratio alone, since both values in that fraction are so small you need a magnifying glass, but I don't care much if it does. There is a reason this anime was emblematic of painfully uninteresting sex comedy back in the day.

In just Chapter 114, a middle-grade 2nd year, is in order:
- Has a bulging frontal pantyshot for two pages
- Gets so close to MC her breasts squish
- Suggestively lies on MC on a public bench
- Gets naked
- MC accidentally grabs her ass
She's not a grade-schooler, but I'm not sure where the line is.

And, to an extent, we do take "is there a plot?" into account when determining if something is cutworthy on pedopandering grounds. It's not the sole consideration and it can get too skeevy for us, but it's there in practice.
OK, if she DOES outright get naked and gets her ass grabbed, I can accept cutting on pedo-pandering grounds like that OVA.
I wasn't aware. What is the highest limit of Pedo-Pandering that the content policy can still excuse if compensated for with enough plot?

besides I think I'm correct in saying the OVA's "plot" in particular (since the manga itself fails the pedopandering front based on Amoninus' eval) is mostly in service of ecchi. like how else would you explain the yogurt slide scene

The standards aren't solid and some of the key factors are if a work has value to the wiki and that the site doesn't feel like it's promoting something wrong. I've pointed out that Literature.Ladies Versus Butlers has a very similar format and issues, but Eiken doesn't have that many good qualities the other one has.
