Don't see why a particular reason to not use Crisis Core version here where he's playable. Compared to other illustrations, a concept art would still be kind of off.

The problem with this image is that a) he does not apper in FF 7 itself with this sword, and b) Crisis Core retconned SOILDER classes uniform colors.
