What does IUEO even mean in this context? Judging by the example list, it means citing a critic, but that isn't "in-universe" (case in point, the examples are still organised relative to the medium of the story being discussed, not the medium used by the critic). It seems like only Discussed Tropes should count, and at the moment that would be equivalent to no examples.

I think what this trope means is, In-Universe only, unless it's a cited example of a critic invoking Eight Deadly Words.

First, it seems that the inclusion of "cited critics" was an expansion made by Ferot_Dreadnaught in 2016, with the edit reason indicating that at least one mod approved the change.
As to the original restriction of the trope's example-list to "In-Universe Only", the publicly-visible history doesn't seem to give an origin: mention of it being so goes back to 2013 at the least.

Actually, wait, digging further, it looks like the restriction is even older: a different phrasing is found even on what seems to be the oldest iteration of the page that's captured by The Internet Archive, back in 2011:
And since that version of the page has all of three examples, it may well be that this restriction is original to the page.

I am planning to take Eight Deadly Words to TRS using the reasoning of Complaining (with a completed wick check and OP in the queue) based on the fact that, while the trope is ostensibly In-Universe Examples Only and cited critics only, the actual requirements of the trope are very fuzzy (and often lead to complaining.) I've already done a wick check, but before I bring this to TRS I wanted to ask a question.
When was this decision made, and is this actually a formal decision? Previous TRS threads clocked out without an official decision, and the trope isn't indexed as IUEO, so is this actually a formal requirement, or not? And related: does it require cited specific critics, or just mentions of critics?
