The Administrivia policy for works created in other languages is Troping Works Created in Other Languages. At the moment, this is focused on works with official translations.
More broadly, TV Tropes has a rule that the latest English translation will normally take priority over the original (some exceptions are listed on the Administrivia page), but many pages and examples still use older titles and character names. This cleanup is to help relieve that.

In that case, Sega should provide the official English title of the game within a few days or so.
Meanwhile, should I just go ahead and move it to VideoGame.Project Sakura Wars until the official English title is announced?

Rating boards go off of whatever the publisher gives them, which is usually a finished product. Sakura Wars is probably the final name.

But since a unique English title doesn't exist, moving it seems counter-intuitive. At the very least, the many other uncontroversial moves listed in the first post should be made first.

A quick update: Shin Sakura Wars has been once again rated by the USK with the English title Sakura Wars.
So, how many weeks or months should we wait before making the change to Sakura Wars (2019)? It seems that it's going to be the official English title for the new release when the ESRB rates it, given the Japanese title also includes the English translation in there.
