What's the difference between a Nearly Normal Animal and a Partially Civilized Animal? Where does Largely Normal begin and Partially Civilized end?

For example, the characters in Warrior Cats live as a feral cat colony but have a medical system, can renovate their territory (such as putting bramble as barriers), and have an Animal Religion. Does that make them Partially Civilized?

What about in the Fix Fic Warriors Redux? They keep their mythology and culture, but the Furry Reminders are upped and they can't do medicine anymore.

The characters in Arashi no Yoru ni are listed as Partially Civilized, but the only thing anthropomorphic about them seems to be Mei wearing a scarf. Likewise, the cats in The Aristocats act as cats for the most part.
