Because Flying types are predominately birds/creatures with wings. Sure, you have your Rotom Fans and genie Pokemon in the mix, but other than that, Flying types are mostly birds.

2B's outfit isn't that revealing, especially when compared to Mai's. Hell, I'd say Palutena is more revealing than she is.
Except the Japanese rating board requires you to show the model from every angle. Her outfit under the dress is too much for the low rating, I'm sure. Even shorts can be considered too far if they suggest the idea of undergarments or, dare I say, a rump.

I bet they censor the kind of things we humans consider normal, but don’t touch some of the things humans most commonly censor.

For Smash, I honestly have to say the standard by which one must judge whether or not a character is "too sexy" to get in has to be Bayonetta, for all time. I mean, yes, she was toned down compared to her home game, but not nearly as much as I would have assumed. And the pose they use for her on the official site (not to mention when she unlocks in-game) very prominently displays her butt (not to mention very obviously shows that she's Going Commando... to put it mildly). If S-E was willing to similarly tone down 2B's model (and I honestly don't think that would be an issue for them), that wouldn't be an obstacle at all.
No; I still think the "not as high on the radar anymore" issue is the biggest roadblock to getting 2B into Smash. And, as always, I would love to be proven wrong on that.

For all the tertiary games a lot of people like to dismiss, even Joker and Cloud appeared in spinoffs on the system. Unless they announce a Nier Automata Switch port I don't think she's happening.

It’s gonna ruin his life!Every character in the game has a playable appearance on a Nintendo console, even if it's only spinoffs or ports. I think that's a reasonable requirement to be in a Nintendo themed cross over, and it's the only rule they seem to be adhering to at this point.

Persona Q2 had zero advertising in the West and came out on a dead console with not even enough effort to bother with a dub.

This song needs more love.Persona Q2 didn't really factor that much into Joker's inclusion, since he was announced incredibly close to Q2's Japanese release. So I don't think Sakurai considered that game that much when he picked Joker. And Scramble came out after Joker's reveal.
FFVII came out on Switch after Cloud got in the series, so for him it was minor spin-off appearances that were his only Nintendo appearances.
I do think it makes negotiating with companies easier, though.

Yeah, with one exception that falls under Early-Installment Weirdness (Razor Wind, which is classified as a Normal-type attack, and such a bad move in general that they actually removed it in the most recent games, and, despite the Broken Base over Sword and Shield, nobody complained), wind-based attacks in Pokemon are all classified as Flying attacks. There's honestly not that many, though - Hurricane, Gust, Aeroblast, Air Cutter, Air Slash, and the Flying Dynamax/Gigantamax moves from Gen VIII are it (most Flying moves are some variety of peck or some variety of divebomb).
