edit: Honestly, I'm more than fine with that, considering that after this Lizzie event we're getting the third one not long after. Save up the Lizzie conversations for that.

Nothing is said about it being impossible to reproduce because there's something "alien" about it - it can't be reproduced because it's a "unique existence", something that can "only be possessed by Gilgamesh". That's what I mean when I joke about "Ancient Sumerian DRM".
As for the Excalibur replication, I've seen another translator elsewhere go over the scene - she says that Mirror-Moon's translation was shaky on the relevant line (among several others). What EMIYA is saying is that he cannot exactly reproduce Excalibur, but with what he can manage through UBW, he can create something close, with similar functions. However, to actually fire the beam off would kill him to do. It seems that it's this aspect that the conditions within Moon Cell changes - making it just within his ability to actually produce and use Excalibur Image without killing himself.
IIRC, Shirou's situation in Heaven's Feel was that, fire it off or not, once he projected one more thing, he was going to die anyway. So he projected that 'something close' to deliver the final blow.
There's a lot of old fanon spread around the Type-Moon fandom - whether from early fandom theories that have been around so long people have forgotten they were unconfirmed theories, to old misinterpretations of official statements or in-story lines, to taking in-universe ungrounded guesses as concrete fact (this one is where the claim that the voice Jeanne heard was the Counter Force - that was someone who had just heard about the Counter Force providing a hypothetical), to mistranslations that cause people to believe certain rules exist that never actually were a thing (this one is where the old claim that there aren't supposed to be Heroic Spirits from within the last ~100 years comes from - the line form Rin is supposed to be her giving examples of eras that Heroic Spirits could come from, not limits on when they can come from).

Eh, the thing that makes me think that there's something wrong about Ea is that it elicits the same response in UBW that, say, the Aristotles are supposed to with the MEoDP: it just doesn't. If it was that Shirou simply couldn't replicate it, then that's the unique existence part. But he can't analyse it. Every other weapon (and many other things beside) can have their structure and history examined, then possibly replicated.
Ea it just goes "nope, turning off now".
But at that point you're it's just going in circles. Is it intrinsically alien to even magical senses because it's the crystallisation of something so old, or is that part of being a unique existence belonging to the first hero? It's too old and alien all the same.
Check his new voicelines, he's making sure to out-gold Ozy. Though no, really, shooting golden weapons is pretty consistent with everything else.

My guess is that it's because Shirou's analysis is itself 'part of the process to recreate something within Unlimited Blade Works'. Ea can neither be duplicated, nor wielded by someone other than Gilgamesh, so Unlimited Blade Works can't analyze it, because if it did acquire that data, a replica of Ea would therefore exist within Shirou's inner world.
It be funny if there is or was a text that predates Gilgamesh as the first hero.
It's implied that Gramps actually is older than Gil, being the sumerian version of Noah, or the angel of Death incarnated as a human being, but he was never actually recorded as such.
Gil is rather deferential towards him, though, which is alarming in itself.
Actually if you take the grander angelic lore into account there are Seven Archangels of Death. Along with Azrael there's Sariel, Michael, Samael, and welp I forgot the rest.
