Zenyatta and Sombra can also grant negative status effects, which Ana's grenade does.
If you count damage overtime, add Widowmaker and Ashe to the mix.
Uni catDamage overtime tends to be referred to as DO Ts, not as buffs or debuffs. Sombra still gets a lot of hate despite really good ones being able to take out whole teams if they cooperate with her.
Zenny is a debuffer now I think about it yeah.
That still isn't a lot on the debuff and buffer side of things.

Did Mei's freezing get more buffs that messed with peoples abilities? Thats new to me if so.
Slowing people down and stopping them in place still counts as debuffing.
Technically a slight nerf to slows. Some character that walk slower don't get affected by the slow depending on their speed.
So for example, Mei used to really screw Reinhardt if he was shielding and he would walk at a snail pace if the shield was up. Not the case anymore, the slow doesn't affect his shield walking speed anymore.

My main point is though that I wish we had more characters with unique debuffs and buffs, and that the community would be more receptive to the idea of adding in more.
By all accounts I shouldn't be posting here, since I don't even play OW to begin with, but... were people really that daft? Was it that hard to understand that Offense characters are simply excelling at offense while Defense characters excelled at defense? (to varying degrees of success) I don't mean to bring up the cursed three words that are "Team Fortress 2", but that game has had Offense/Defense/Support classifications ever since its inception in 2007 (discussing the faithfulness of those is another thing) and that never stopped a swarm of Heavies pushing the payload.

I don't have any particular opinion to the change from Offense/Defense > Damage myself, other than it makes the single category so much huger than the other two. Though I do wonder if some characters' reworks like Torb weren't done with this change in mind. I forget the timing of what came when though so that's pure speculation on my part.

You could argue that Symmetra back in her support days, had a debuff - the ability to slow players with her turrets. I remember arguing on the forums back when they announced they were moving her from Support to Damage to just either expand on that ability or make the teleporter her extra utility.
And I'm in favor of splitting Damage back into Offensive/Defensive, just only to make that character select UI look less ugly and crowded.
I always felt Sym was still support. And, instead of saying 'Healer = Support' they could have just released another support hero that challenged the idea further instead of making Sym the sole voice of that concept.
I also still hate new Sym. And I hate the overcrowded nature of the Offense-Defense mash-up they did. Because I think that's MORE misleading because, sure, Widow deals a fuck ton of damage but she is in no way a character to equate in ability and power of a Solider 76 or Tracer.
I've seen teams of ALL tanks win. Back in the day, Teams of JUST 76 could win games easily. That doesn't mean that those tanks needed to be re-classified because they could clearly lay on some DPS, just that the unintended use of the characters still out-matched the enemy team. Should Soldier be re-classified as Support because he's one of the only non-Supports who can heal his team?
They took the easy way out for Symmetra by making her damage, but her design was never meant to be DPS character so it's a square peg, round hole thing. I hope with 2-2-2 they revert her back to support and just make her heal or make the shields stronger.

I still think having buffer and debuffer supports would add a whole interesting new dimension to the game but sadly I doubt at this point that that would happen consider Blizz's record so far and the community's refusal to see support as anything but just healers. The only hero that can debuff someone atm is Ana with her anti-heal grenade. And she was our very first hero.
Honestly at this point I just wish we get a support that is like Ying from Paladins. I would main a support like that really fast.
