In addition, as far as the Octo Expansion goes, wasn't quite a bit of the racial undertones added by the localization team anyway? I remember hearing somewhere that Cap'n Cuttlefish was just more generically paranoid in the original Japanese and that the "I don't see species" stuff is unique to the translation, but I'm not sure how accurate that is.
As far as a Splatoon movie goes, I'd say there are three main directions you could go depending on how serious (relatively speaking) you wanted to go. The first would be the Sports Movie setup that Bocaj mentioned, which would be probably the lightest option. If you wanted something a little more dramatic, shift the focus more to the Octoling threat; maybe have them disrupt a Splatfest or something. You could also shift focus to the Salmonids, who would be a more serious threat given that the Inklings apparently relate them to the apocalypse.
Or you could do a combination. My idea would be that the story focuses on a team who's trying to win a tournament or something, but they need a fourth team member, so they recruit an Octoling. The Octoling is secretly a spy for Octavio, but their experiences with the Inklings effectively cause them to defect from the Octarians when they realize that life in Inkopolis is pretty sweet and that the Inklings honesly don't give a crap if the Octolings want to hang out. It basically causes them to realize that the Inkling/Octoling conflict is like 90% due to Octavio not wanting to share. Then partway through it's revealed that Octavio is dealing with the Salmonids as a means to compensate for all the Octolings who are leaving, but it results in the Salmonids starting a massive invasion, which leads to the Inklings and Octolings joining forces in an effort to stop it.

I’d suggest a sports movie type setup where the Octoling team seems like the transparently evil rival team and then the protagonists get to know them and they’re actually decent if extremely competitive
Possibly a plot to steal the great zapfish occurs by the not competitors
Also possibly the Octoling team almost gets disqualified for suspicion of involvement but the protagonists go “no they’re fresh as heck”
