Disney's priority is the dvd releases of their animated films so when it comes to tv shows being released on DVD they weigh up things like supply and demand and I expect some of their decisions after that are arbitrary

Yeah, I've always found it weird that Disney's Adventures of the Gummi Bears and Chip 'n Dale: Rescue Rangers never got a complete release of DVD. Aladdin and Hercules never got one at all, and Gargoyles was only ever released by a third party. I remember hearing an interview with Tad Stones once where he even said he had no idea what governed how Disney's home media division operated.
Was House of Mouse ever in syndication? I thought it only ever aired on ABC. There was also Mickey's Mouse Works, from which it was spun off, which we also haven't seen hide nor hair of. Honestly, I don't see how making these shows available on Disney+, at least, would hurt them any.
There were reruns on the Disney Channel and Toon Disney. (As for Mouse Works, most of the segments were basically repeated in House of Mouse so I think it may be redundant.)
The fact that they're not on there is an utter shame... but they'll always be desperate for content. They'll probably have to exhume it at some point.
(I'm also certain Disney's home media division was the one that put out Gargoyles, and Gravity Falls that came out via a third party, but that's beside the point.)

IIRC, there were legal issues regarding the term "gummi bear" that prevented Disney from explicitly calling the Gummi Bears by that name during the DuckTales (2017) episode that centered around the Gummi Berry Juice ("From the Confidential Case Files of Agent 22"). That same problem may have gotten in the way of Disney re-releasing Adventures of the Gummi Bears before they managed to get the whole series on Disney+.
What issues? The name's public domain. Anyone can make their own gummy bears. (For that matter, why didn't it come up when Disney was making the cartoon back in the 80s?)

New theme music also a boxYeah, I might more readily accept that explanation if Disney didn't do the same kind of thing with a number of their Disney Afternoon series. If I remember correctly, the series that did get a complete release all took an inordinate amount of time to do so. Besides, I'm pretty sure "gummy bear" isn't something you can copyright (probably why Disney changed the spelling) because it describes a type of candy; it'd be like copyrighting "chocolate bar." Further, there's a CGI series, with no relation to Disney, that began in 2016 called "The Gummy Bear Show." I don't think it's existence impacted whether or not Disney did any further Gummi Bears releases, as the only volume of Disney's Adventures of the Gummi Bears to be released was released in 2006, but you'd think any problem with the name would've hit them too.
I have that Gummi Bears DVD and am still sad we haven't gotten season 4-6.
But it's still better than whatever's going on with Fox's Peter Pan and the Pirates.

But they haven't ever done much with the stuff from the Fox Kids library. The Marvel series are on Disney Plus. The Tick is thankfully on Hulu... but what about the rest of it? You'd think after Louie Anderson died last year, maybe Life With Louie would have reappeared...

They bought it in 2001 - when they bought Fox Family, the Fox Kids library came with it. Which is why you never see those shows anymore.

There’s so many Muppet references that I cut that found there way back in. No one wants an Emmet Otter's Jug-Band Christmas reference. This is going to alienate so many people. *Laughs*

That might make more sense if Disney wasn't so infamously stingy about DVD releases for their cartoons. Like, they have maybe 10 shows you can easily get more than a few random episodes of on DVD and one of them was licensed out to Shout Factory somehow (Gravity Falls), and some of them never got completed releases (Kim Possible only got DV Ds for the first half of the show, for example). They've never seen home video as vital for their cartoons.
There's a couple shows that have gotten home video releases in the past year but it's still really random and scattershot. (Like, why Rescue Rangers, the Proud Family and Tangled: the Series? What's the pattern there?)
