I mean, it's not even that the series is objectively bad, it's just that, meh, I don't know. All this special did was create temporary buzz, and right now Bliss is nothing but a gimmick, has been reduced to one. It wasn't even done in an organic way, it just felt ham-fisted.
Also, aside from my opinions on the show or Bliss, the acting was still pretty off on Bliss' part, regardless of who did the voice.

I thought the name Bliss was supposed to be a bit ironic. And the extremely long full name that never really gets used is hardly a new joke. I've definitely seen it other places, so I'm not sure how it got to be known as a fan-fic thing apparently.

The Protomen enhanced my life.Yeah, everything about Bliss is just full of retcons to the original backstory, and as I said before it reeks of stuff you read in fan fiction. In contrast with how Bunny was created by her sisters, Bliss was created as a protoype that opens up many plot holes as well.
...Except, no she doesn't. The professor tried before he made the girls, mistakes where made, and she left.
That creates no plot holes. Seriously, again, words have meaning. Just because something sounds negative doesn't necessarily means it applies to something you dislike.
Bliss is explicitly an example of the trope Remember the New Guy?, when take into account with the professor. It makes the professor look really immoral for not seemingly caring about his first daughter/creation, and the really ugly implications that the girls were meant to replace her.
Except again, no. He very clearly did care when she showed up again, making more girls doesn't mean he's trying to "replace" her.
Not unless you think parents who have other children after the death of one are automatically trying to replace them. You're reading these implications into it because you want to.

I think what they're getting at is there's no reason why Utonium would make her 13-15 years ago with Chemical W, then randomly try again years later and add Chemical X instead, and then not tell the girls about her or give any reason that she existed other than retcons.
Plus Bliss's creation was apparently motivated by 'I want to upstage my scientist buddy' rather than 'I want to be a father and also science.' or something like that.
....Was Chemical W maybe a play on the original What A Cartoon short where the secret ingredient, was, er... different?

While onscreen he has remorse, but the implications of creating the girls after Bliss is less to be desired. All in all Bliss is a character, who should not at all exist. She's a poor execution of introducing a POC and her backstory is a huge retcon, with huge Canon Sue trappings.
It could be a nod to the fact in the original short that the girls were called the "Whoop Ass Girls", who were created with a can of whoop-ass. When it became aimed at little girls, they changed it the famous Chemical X.

The Protomen enhanced my life.Well, going by the old series and the movie, his reasoning for creating the girls in the first place wasn't just to be a father either. Although that reasoning was less self-involved, by all accounts he still loved and tried with Bliss.
Also the fact that Mojo actually was trying to save Bliss instead of hating her like the other Powerpuff girls is also a big contradiction in his backstory as well. Why would he save or even like her, if she was also created like her sisters to replace him?
Because she wasn't created to replace him. That's not even Mojo's backstory in the original show, that's just what he lied about.
His actual backstory was that he was a terrible lab assistant who inadvertently caused the girls creation, and blamed them (instead of his own recklessness) for turning him into a freak.
Look, we can all have our opinions on the matter, but I'm sure we can all agree that this special did what it was meant to do: Get people's attention.
I didn't expect much to begin with, and after seeing it the whole way, I was still going "meh", but it still got my attention.
Bliss was written in like a God Mode OP OC, but she came off as flawed and bland that I didn't feel threatened by her appearance.
And with the special, I'm sure many older fans are now saying "Well that happened." to "Huh. I like it." and it makes the series gain more ratings as a result, and now they're off to sell Bliss toys.

I think I'm done discussing this with you. From here and other threads I can't help but notice there's actually no point to it.
I'll just note that even if he hadn't been brought up before, Bubbles is actually the one who used his bomb (or whatever) to free Bliss. Even without that, you're still using the term wrong.
Out of nowhere? Not once did he come out of nowhere at any time. It was common knowledge that the city of Townsville was getting destroyed by Him controlling Bliss. It was on the news. Guess what Mojo Jojo has? A TV. He watches the news.
He blatantly cared about her.
Not only did it not mess with the backstory whatsoever, they perfectly combined it as its own special story, that could be canon with zero issues. Or non-canon, if they make its own unique special and never return Bliss to the reboot proper. It's rare a lot of shows do this with specials, but it pulled it off spectacularly.
My favorite part is they actually make sure her being overpowered isn't a problem by acknowledging it and why it's an issue. It was handled pretty well. The jokes could be better, of course, but that's not the reboot's strong point anyway. It also implies Him isn't all-powerful, just really OP at times when he wants to be, but still effectively is on the Girls' levels. Which is a good thing, to keep the show both episodic and make it possible for them to win.
It's obvious she would save the day. But then again, they made it clear she was OP, meaning the purpose was to focus on her anyway. And that's okay. It's a one-time thing at this point. Everybody has their own special episode(so to speak on episode). Sometimes it's done to give an OP character a chance to show their stuff without holding back, or for a weak character to save the day. A good balance of characters tries to make sure everybody has their spotlight.
That said, I wonder if the show will move onto the point the Girls grow into teenagers like Bliss did. Well, if she's made canon overall(even if she doesn't show up again, they can still make the events canon in some way. A mention here or there, for instance).

Like, it's not good, no, and obviously shouldn't have been made the way it was, but it's such a mediocre, nothingburger product that I just find spending any energy on hating it or whatever to be a waste of time. I forget it exists most of the time.
Oh I don't hate it because I wanted Bliss to be around! I'm hating because a cable network is still doing the same tired, lazy marketing tricks with its viewers that they have done since the 80's! This entire SHOW is a tired, lazy marketing trick!
