I think it was from that Season 9-10 era. Where the plots were becoming more wacky and there were blatant cracks appearing but some of that magic and earnesty from the classic run was still often there.
Season 11, actually. "Brother's Little Helper", to be specific.
Ah right, Season 11 is where I think they finally capsized, there were the odd good ones, but I think by the quintuplets episode I noticed it wasn't actually that good anymore.

The video goes over it. He actually appears twice in the classic era, once as a soccer coach and once rounding up Nelson for church. It's not until the 15th season that he started being mentioned as having left his family and abandoning them became his shtick.
At least they tried to give an explanation for him, unlike with Rev. Lovejoy's daughter who appeared once and then disappeared like she never even existed. As far as I know they didn't even give her a cameo or nod.

It reminds me how they kept doing loads of different voices and that odd philosophical persona with Ralph in early seasons, despite nailing his final dopey persona and even his voice perfectly as early as "Lisa's Substitute".
